*** *** is the owner of mooring #*** in Bristol, RI. In June of 2011, he had tried to set his own mooring out of his canoe and both the canoe and mooring sank. After this incident *** procured the services of Aquidneck Mooring Company, to
properly set his mooring, #*** in Bristol, for him and inspect the mooring tackle (an inspection is required by the town of Bristol every two years, odd mooring numbers inspected on odd years and even number moorings inspected on even years)** *** paid for this service with check # *** on 6-20-in the amount of $200.00 We hadn't heard from *** in about inspecting his mooring for the year inspection required by the town of Bristol. We contacted him in early June of by telephone asking him if his mooring had been inspected already or if he would like us to take care of his town required inspection for 2014.*** stated that he had not been inspected since and that he wanted us to do his mooring inspection for him.Our company, Aquidneck Mooring Company, is registered as ***'s mooring inspector on the town's online mooring siteOnly mooring owners or the harbormaster can list a mooring company as a designated mooring inspector for a customers mooring. Mooring inspectors do not have access to this part of Bristol's online mooring site.We performed the mooring inspection on December 20th of On January 22nd 2015, we mailed *** a copy of his inspection report along with his bill for $to : *** *** * *** *** *** *** ** *** Our office then filed an inspection report for *** on January 22nd with the town of Bristol's online mooring site.As of March 9th of the invoice had not been paid, so we contacted him by phone and asked that he please remit payment. *** stated that he had not received the invoice so we confirmed his home address and e-mail address. We mailed it again for the second time and e-mailed it to him as well. On March 19, 2015, the invoice was still not taken care of so it was e-mailed again after again contacting *** first by telephone. *** then e-mailed back "E-mail received".April 17, *** was contacted by phone, and he said that his partner in the mooring, *** *** (###-###-####), had been in contact with another mooring company to do some work on the mooring in the fall and that he did not ask us to do the mooring inspectionIt is at this time that *** stated that he did not want to pay the billThe same day *** *** called and informed us that he had secured the services of another mooring company in the fall and paid for $of maintenance work and he was not going to pay for the inspection that Aquidneck Mooring Company performed.After the conversation with ***, we sent him an e-mail expecting payment in full or to contact us to resolve the situation.We have been in contact with the town of Bristol's harbormaster, *** *** (###-###-####) and they can provide verification that Aquidneck Mooring Company is the inspector of record for mooring #*** and they can also verify the dates that the mooring inspection report was submited on Bristol's online mooring site.We had a verbal contract with *** *** and we did the agreed upon mooring inspectionThe inspection report was mailed to him and filed electronically with the town of Bristol's harbormasterIt is unfortunate that *** didn't remember to tell his partner *** *** that he had already been in contact with us before he had another company do maintenance to the mooring.*** also filed a complaint with the Revdex.com

Paragraph #Rebuttal: My office worker, *** ***, Talked to **.*** *** in the last weeks of May or June because he was listedon the B*** *** *** *** *** for moorings that were duefor inspection by Aquidneck Mooring Company*** scheduled his mooringinspection at the request of *** *** clearly andspecifically remembers her conversation with ***The exact date ofcontact between AMC and *** is not available because *** does notkeep records of non-toll calls. Paragraph #Rebuttal: The attached letter from the BristolHarbormaster, *** ***, states that *** *** has sent in his annualmooring renewal every year, and has never changed or removed AMC as being thelisted mooring inspector for mooring #***. Paragraph #Rebuttal: AMC only does work that is requested by mooringownersIf AMC was not listed, by the owner PLUS the *** ***, asthe Online Mooring inspection company - AMC would have no access with which toperform an inspection of Bristol mooring #*** did request thisinspection and AMC did it in Without this required bi-annual mooringinspection, ***'s mooring would be in non-compliance with *** ***, because his mooring had not been inspected since (by AMC). The bottom line is that Aquidneck Mooring Companyinspected Bristol mooring #*** in (no other company inspected thatmooring), and we should be paid for that inspection. As of this writing,we have not turned his name over to our collection agency. AMC would rather resolve the issue amicably; but,in any event, ***'s campaign of wrongfully slandering our companyvia the internet, etcplus, his efforts to avoid paying his mooring bills,needs to be corrected and stoppedOtherwise, *** needs to take theappropriate steps required to change his mooring inspection company and pay hisAMC bill in full

I can confidently state without a doubt I DID NOT request Aquidneck mooring company's (AMC) services Regardless of whichever database AMC is listed in, it does not give them the go-ahead to inspect my mooring at will. It truly is unfortunate that AMC made a administrative error resulting in the unsolicited inspection of my mooring, but to take it out on a former customer is simply inexcusable. The fact is, this issue is by no means about the one hundred and fifty dollars AMC claims I owe; it's about the morality of AMC's business practicesI assure you that this is not a duplicitous attempt to "avoid paying" my billOn the contrary, it's solely in regard to the ethics at play, as stated in previous communications. In reference to me "slandering" AMC; It's my duty as a consumer and mooring owner to inform potential consumers and fellow boaters about my experiences with AMC, as I would with any other company. My mooring (***) was inspected in August by "*** mooring service" and can be reached at *** or ###-###-####I will provide invoice upon receipt from *** mooring service. Once again, I DID NOT AUTHORIZE ANY SERVICES TO BE PERFORMED BY AQUIDNECK MOORING COMPANY, IN EITHER VERBAL CONTRACT OR IN WRITING. Respectfully,

Discrepancies of complaint response by Aquidneck Mooring
Company (AMC):
Paragraph 3: AMC states they
contacted me via telephone in early June 2014 and that I requested their
services:
- In a phone conversation, between AMC and me, they
stated that they had called me in January 2014, not June 2014, as they have
stated in their written response. I was not contacted in June of 2014 by AMC from
any of their 3 business numbers (8[redacted] and my phone
records reflect this.
- I was never contacted again by AMC until they were
looking for payment in January of 2015, a year later.
- I never verbally or in writing; solicited, requested,
agreed to, or approved services of any kind to be conducted by AMC.
- During said phone call, I stated to AMC I was interested
in their services, but I would get back to them at a later date. No agreement
was reached or finalized during our conversation.
 Paragraph 4: AMC states they are registered and designated as my
mooring inspector:
- I did not authorize nor was I informed by AMC or by the
town of Bristol harbormasters office at any point that inspection companies are
designated to customers. To the best my knowledge, this information is
incorrect.
- It does appear AMC is the last to be registered for a
completing an inspection. However, I believe that this is only due to AMC
performing the inspection after the company I originally solicited in August
2014.
 Paragraph 10:
AMC states they had a verbal contract and completed the
agreed upon mooring inspection. AMC also implies miscommunication between my
Partner and I:
- No such "verbal contract" took place and
there was no agreement of services.
- I did in fact inform my partner about my prior
conversation with AMC. However, we decided to use J&K mooring services instead.
