I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.We have read the rebuttal from Arizona City Sanitation.  I feel the main issue has been avoided.  The facts are we were forced to pay some one else's past due bills and fees in order to receive this utilities servives. With their monopoly of this service and their unfair extortion like  business practices,  we feel this needs to be corrected. We had no prior knowledge of these overdue bills and fees that were unpaid by the former owner of the home, therefore how can we be held accountable.

The Policy of the Arizona City Sanitary District is that once a property is disconnected from the sewer all charges against the property have to be paid before sewer service will be restored. The Sanitary District does not specify whether the seller or the buyer has to pay the fees, just that they...

have to be paid before reconnection. Mr. [redacted] purchased the property in July and brought a load of furniture down then. He saw the notice that the house was disconnected, but did not contact the Sanitary District or the Title Company at the time. He did not contact anyone about it until August 27, when he moved in. Mr. [redacted] was in the office of the Sanitary District on 8/27/15 and was told what was owed on the property and that it would have to be paid before sewer service would be reconnected. The Office personnel told him not to run any water until the sewer was reconnected to protect him from flooding his house. Mr. [redacted] was also advised to contact his Title Company. He stated that he did not use a Title Company even though the transaction went through a local Title Company that deals with the Sanitary District all the time. Mr. [redacted] paid what was due and was told that the service would be reconnected the next morning as he came to the office after the hours that our plant personnel go home. The sewer service was reconnected at 6:40 a.m. on 8/28/2015. We do not know when he filed the complaint with the Revdex.com, but for him to state that they are still having to use the restroom at the store and that they will not know when the service will be usable is a little hard to believe. As far as the carpet having cat urine and dander the Sanitary District cannot address that issue. Also, in subsequent phone calls from Mr. [redacted] he was told that the Office personnel have no authority to refund him his money or cut him a deal. He was told that the only way to have the charges changed or reduced would be to ask to be on an agenda and present his case to the Board of Directors, which he never did.
