I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

There was no resolution. I returned Mr. [redacted]'s call this morning and was told the policy is dated back for decades and that the rules I was sent by his office manager were not correct. Mr. [redacted] also went as far as to say his mother died of cancer and his wife lost her mother to a fire and that my circumstance has nothing to do with the situation at hand. On the contrary, my mother becoming ill has everything to do with this situation. I explained that my money was in their hands for 3 days and was told it didn't matter. Again, I offered to have the funds transferred to another child who may not have been able to afford the event and was told no. Mr. [redacted] did state the money for the stall would be returned but I would be charged $25 dollars for paperwork. The $25 would not be taken out of the total I paid but solely out of the stall fees. I asked when I could expect the stall refund and was told I wouldn't see it until sometime after the event which is in mid-January. 

 I was told by Mr. [redacted] this is just a part of life with kids sports. He even laughed and said he has paid a lot of money for his son's sports. To me and my family, this is not a joke. Mr. [redacted] obviously enjoys taking advantage of others. I am so glad I could offer him a laugh today.

I am writing in response to the comments provided by [redacted] of Tucson, AZ in reference to her daughter's entry into the Arizona National 4-H Horse Show. Ms. [redacted]'s daughter did submit entries into our upcoming show as did hundreds of young...

livestock and horse exhibitors from 18 states.

On both December 19 and December 20, 2013 I left specific voice mail messages for Ms. [redacted] at the phone number provided on her daughters official  entry form which was signed by her daughter, Ms. [redacted] and her daughter's 4-H Leader. As of this writing I have not received a return call.  

As was stated by Ms. [redacted], we did decline her request for a refund of entries. In the show industry this is a common practice. Upon entry into the program each exhibitor signs an entry form signifying that they agree to all rules of the competition. One of those rules is that entries are not refundable after the close of entries. The request for refund was made December 19, 2013 which was four days after the close of entries. Our only exception in the Horse Show is when the exhibitor provides a veterinary statement which indicates the lack of soundness or serviceability of the horse. Other wise we do not refund entries. This is a very common rule and entry practice at the more than 3,000 fairs and horse shows across North America and has been for decades.
