Company insists on pymt up front without an acct. Balance owed not refunded, stays on acct that I don't have. Rec'd call from [redacted] of Arrow Oil - [redacted] stating they could not deliver my oil request from [redacted] due to not having an account, that an application is required.I need to pay for a min. of 100 gallons up front to receive delivery without an account. I told her at that time, it wouldn't take a full 100 gallons. We had a lengthy exchange how I had to pay for oil up front not knowing how much I would take. Their requirement is a minimum of 100 gallons paid in advance for those of us without an account.Late Monday morning I went to the office in person, with cash and paid for 100 gallons. Oil was delivered [redacted] took 72.5 gallons leaving a cash balance of [redacted] On Wednesday [redacted] I called the office and spoke with [redacted] again, asking for the balance due and she stated that the balance remains on my account. I exclaimed that I didn't have an account!She stated that I did, else how would she have known I had an oil delivery last year. I asked her why she insisted on payment up front if I had an account she gave me such a hard time over? She stated that it is business policy to keep remainder of monies on account. Again, I have not filled out an application to establish an account, and she - [redacted] forced me to pay up front, in cash, for 100 gallons. She stated she had to "talk" with the owner who was out delivering oil about refunding my money. I did not receive a return call. I feel this Arrow Company is scamming me my [redacted] and want this money refunded immediately. Thank you for your assistance with this faulty business practice.Desired SettlementI would like the balance from a cash deposit. [redacted] I do not have an account from any application to establish one. I want this company to establish for the consumer, an exact path of receiving oil as an account holder and not being one. To many excuses and avoidance of the issue leading to suspicion by the consumer of fraud.Business Response Yesterday we received the letter in regards to [redacted]. [redacted] has a COD account with Arrow Oil, Inc. She has only bought fuel from us three times. On [redacted] she purchased 103.7 gallons and was paid on delivery. [redacted] purchased 100 gallons paid on delivery and the most recent delivery was on [redacted] purchased 72.5 gallons and paid for 100 gallons which is our minimum delivery.On [redacted] at 9:02am [redacted] called our answering service and requested a fill up for [redacted] returned her call on Monday to find out how she would be paying for the delivery. [redacted] explained to her that her account was a COD account and needed to be paid at the time of the delivery. [redacted] was very long winded, very rude and could not understand what [redacted] was trying to explain to her. On Tuesday morning [redacted] came to the office and threw [redacted] at [redacted] and demanded her oil. [redacted] explained to [redacted] that it was [redacted] for 100 gallons of oil, there were many conversations between [redacted] and [redacted] when the oil was delivered. [redacted] was told several times there was a 100 gallon minimum. I delivered 72.5 gallons of oil which filled [redacted]'s tank. Normally we have a [redacted] minimum delivery fee for any deliveries under 100 gallons. I did not charge her the minimum delivery fee of [redacted] called Wednesday afternoon and spoke to [redacted] again asking for the balance that was on her account. She was extremely rude to [redacted] to the point [redacted] asked if she didn't have to deal with her anymore because she was making her very upset.We mailed her a check on [redacted] morning for the [redacted] check [redacted] In receiving this letter I see that she wanted her refund in cash. If she would like to return the check I will refund her money back in cash. She first has to call and make an appointment with myself so I can be here because no one else wants to deal with her.Pm sorry this reached this point and anything I can do to straighten this out please contact me at (XXX)XXX-XXXX.[redacted] PresidentConsumer Response (The consumer indicated he/she DID NOT accept the response from the business.)A cash on delivery account was never discussed however I was told that I needed to have an account to purchase oil. That process is accomplished by filling out an application. Rude is extreme to the frustration of being informed contrary polices by [redacted]. The owner has inflated my request by stating it was my behavior, when in truth, he is allowing an employee to swindle non-application customers by attempting to keep cash balances. Blaming the customer with ill behavior is an excuse to cover wrong doing on this companies behalf.
