ART PLUS

I purchased an art print online that I took to ART PLUS in Woodbridge Virginia to be framed Unfortunately the vendor damaged my piece in the framing process and then would not refund the money I spent getting the piece framed The Vendor claims that the item was damaged when I brought it to him I asked him then why did he frame it and not call me first He then said he didn't notice the damage to the piece If you didn't notice the damage then how do you know you didn't damage it?
