Arthur Ziscand and Associates is not to be relied upon for timely filing of tax returns. On several years' returns, [redacted] was extremely tardy in preparing a return for me and my ex-husband, during the 1990s.
I had given [redacted] a return to do which was delinquent due to the death of a parent and several other close family members, as well as home repair emergencies. While the situation was serious, it was not dire, and was capable of being remedied by the prompt filing of my return.
[redacted] understood the urgency of the matter, as I gave him all of the IRS notices I had received. He promised to timely file the return.
Instead, he delayed preparation for 2 years, doing nothing while a Federal tax lien was imposed upon me. He had me sign a Power of Attorney, claiming that he was discussing this return with the IRS and arranging for an extension of time to file, when in fact he never spoke to the IRS and did nothing.
He came to my apartment, finally, with the return for the year in question, and had me sign papers in front of him. He then said he was going right to the Post Office to mail in the return. When I asked him for my copy of the return, he said he had left it home and would mail it to me. I called and emailed him repeatedly, but he failed to mail me the return, claiming to have personal emergencies going on.
When I asked him to simply email the return to me as an attachment, he said he would do so, but never did this.
Two months later, I received a notice of impending restraint on my bank account by the IRS, who claimed that my tax return was never received. I faxed and mailed him letters via Certified Mail, demanding at this point that he address the problem with the IRS, find out what happened to my return, and provide them with a duplicate copy. He failed to do anything. He completely abandoned me, and I was left to settle with the IRS myself, to reduce the thousands of dollars of interest and penalties that had accumulated.
I then had to hire a new accountant and pay him a large fee to redo the return.
Throughout the course of dealing with [redacted], he failed to return phone calls or answer emails.

REVIEVED ANYTHING REGARDING MY TAXES. I HAVE TRIED CONTACTING [redacted] AND HE HAS NOT RESPONSED TO ANY OF MY OHONE CALLS OR TEXT MESSAGES. HE STILL HAS NOT REFUNDED MY MONIES PAID TO HIM.

Review: [redacted] TO DATE, 6/*/14 HAS NOT FILLED MY TAXES. HE CHARGED ME $200 TO PREPARE MY TAXES. I HAVE BEEN IN CONTACT W/ THE IRS. HE LIED AND TOLD ME HE E FILED MY TAKES AND WHEN THE IRS DID NOT RECOGNIZE HIS E FILE, HE MAILED IT W/ A FALSE SIGNATURE. HE TOLD ME ON 4/**/14 HE MAILED MY TAX RETURN OVER THREE WEEKS AGO.. .. I HAVE REPORTED HIM TO THE IRS ALSO AFTER HE TOLD ME HE SIGNED MY NAME TO MY TAX DOCUMENTS. HE TO DATE HAS CASHED MY CHECK FOR THE " SERVICES" HE PROVIDED AND I NOW HAVE TO DO IT MY SELFDesired Settlement: HE NEEDS TO REFUND ME MY $200 TAX PREPARATION, AND WHAT EVER PENALTY I NOW RECEIVE FROM THE IRS
