have made several attempts to contact the [redacted] and [redacted]. 13 areas were not patched as discussed the technique used when we stamp concrete is to come back through with grinder and clean any goup marks. The patio in the front had not been completed due to the customer leaving town and stating they would call us when they returned to chine back out and seal the front. The sprinkler that was moved per [redacted] ' s request widening sidewalk we also put a drain systemin. We made several attempts to contact them and awaited response to finish final coat of sealer down.

I am rejecting this response because: What they responded with is an OUTRIGHT LIE !! We never left town and they have never tried to contact us. I have attached a spreadsheet that details our interactions with Artistic Concrete Flooring and a copy of the text messages that went back and forth. In addition, I am attaching some photos that will show the horrendous job they did with this concrete project. The only items they completed with the drain was digging the trench and puncturing a 3-inch gash in the main sprinkler water line. One of their workers laid a black hose in the trench and that is ALL THEY COMPLETED. We moved the sprinkler head they tried to pull over, fixed the gash in the main sprinkler line, attached the black hose to the PVC pipe and filled the trench in. We sent [redacted] a text on 7/15/15 after not hearing from them in 4 weeks with 2 options: Refund us the $5300 OR we will file a complaint with the Revdex.com and will sue them in small claims court for $5300 and court costs. We gave them 48 hours to respond and if we did not hear from them, we would proceed with legal ramifications. We never received a response from them on our text from 7/15/15. Their blatant lies are outrageous and they continue to demonstrate no integrity to be a legitimate business. In addition, I am attaching a proposal from another company who reviewed their job and identified the issues of the concrete pour and finishing job that speaks to the quality of work Artistic Concrete Flooring did. We are willing to drop our compliant with the Revdex.com if they refund us $5300.

Upon meeting [redacted] and his wife the work was more than what the estimated which was description over the phone. An estimate is just that an estimated amount once viewing the project we gave them a quote of $3,000.00 because city's requirements...
higher psi concrete, traffic control and more leg work. [redacted] ' s wife was adamant about starting a soon as possible. I told her that I had application for permit for the city of [redacted] they also wanted additional 3 addresses of other city work which was not an issue this was on a Friday she told [redacted] via text message to cut out the concrete while waiting for permit to pour concrete. [redacted] obliged the request. After requesting permit left messages with the supervisor in the [redacted] city building and permit office. I went in to the office to see what was going on and was informed that they had signed a contract with another concrete contractor at the same time who had also applied for permit at the same time.Per the contract 50% deposit is required which was given then was asked not to cash it. I told her I would not do anything without a deposit as my time labor and materials use of equipment all cost money. We have a $1,500.00 minimum which we inform everyone of whether it be over the phone or in person. The concrete was saw cut as instructed. At that point no further work could be done as another contractor had a permit pulled for the work.

Artistic's reply contains at least 5 flat-out lies:
1. His estimate on the phone included doing the sidewalk (to city specifications including 4500 PSI) as we'd clearly stated. But upon visiting the site in person he said we'd only mentioned "gutter" (huh?) Then he said: "no problem, it's just going to cost $500 more, but I can get a permit with the city and do this job real soon anyway."
2. Although we were in a rush, we did not (could not!) request or authorize curb cutting without a permit. [redacted] promised to obtain one soon. We trusted Artistic to know and follow the rules. We were horrified when the city inspector complained to us afterward about the cutting being done without a permit, being done badly, leaving a mess (which we had to clean up), and on top of that, [redacted]'s attempt to bribe the inspector to let him finish the job without a permit.
3. Artistic never attempted to obtain a permit. In fact they COULD NOT because they were never registered with the city. Nor did they actually file a registration fee as told to us; apparently another lie to stall for time. We checked, and the city permit desk had received nothing from them but a phone message.
4. We never said anything about holding our deposit check. In fact they cashed it the same day.
5. A $1500 minimum was never stated. This is merely an attempt now to rationalize keeping our $1500 half-down deposit.
Furthermore:
- When it became clear Artistic was unable to perform as promised, [redacted] twice (on different days after doing the concrete cutting) offered to return our money to us. The second time we agreed, although reluctantly because we'd have to scramble to find someone else. Apparently this promise was also a lie. We would still settle for a simple refund of our deposit.
- We did not hire a replacement nor pull a permit until well after Artistic lied to us about getting registered with the city and then ceased communicating with us.
- The replacement contractor (already registered with the city) did competent work quickly, and for a total of just $1350. ([redacted]'s $3000 was pure extortion.)
- Finally, on several occasions Artistic promised to visit with us in person at the job site to show us city paperwork. "No problem, we're just five minutes away." We were stood up every time.
Unless Artistic promptly refunds our full $1500, we will continue to seek criminal and/or civil redress.

1) I have a text message from Mrs. [redacted] with specific instructions on how to saw cut the area. I can provide proof of rental for the walk behind saw and the very expensive blade which alone put me over the 1500.00 minimum. Also there is fuel charge and administration cost please provide me with a valid email so I can send you the invoice for remaining expenses which I was willing to eat just to get away from these con artist. I've got witnesses to Mrs [redacted] asking me to hold the check which my response was I was not willing to do any work including application for permit without a deposit as I've spent over 5 days working on their project and I also have labor, fuel and overhead. The [redacted] breached contract leaving me with materials and labor I paid for. Please fill free to call and ask anyone or minimum we always state over the phone to eliminate wasting time for both us and the consumer.
