I moved into my new construction home in June The contractor (*** ***) built the home and personally installed the septic systemHe did not have it inspected by the Boone County Health DepartmentI received a letter from BCHD last year saying I have not had an inspection on my septic system, which means I do not have Owner Occupancy or a Final InspectionThe septic system has failed, backing up, and my back yard has had a pool of "waste" since the installationBCHD is now making me install a whole new systemI have had to leave my house (intermittently) because of the fumes, limited water usage, etc

I have been building homes for years and this is the second home I have built for the ***s. They chose their lot and needed an onsite waste system installed. I had just paid $for the same system and also bid out the project to other companies. When I started pricing the
supplies, I thought I could do it for $but it could run up to $25000. Next, Boone County comes out to inspect and will tell you if the system will work for the lot. A lagoon system would have been the least expensive system but it was not acceptable to the association. So, the next system - Dosing System due to going over ft of was the lateral lines which is very expensive. We next had a soil morphologist come out and a dug out a ft hole int he yard and examines the soil conditionsUpon the examination, they said the soil was poor but would accept the system we wanted to install but they had to practice water conservation. The morphologist report was submitted to Boone County and it was approved. We installed the system per approved specifications of report and Boone County. Before we completed covering the system, we called Boone County but they could not send out any inspectors and told us to cover it up. Time is of the essence and to cover it, it had to be done when the soil was dry. Later, I learned that Boone County had not closed out the account from them. In addition, we did do some of the things suggested by the soil morphologist report: 1. Redirected surface water. 2. Gutter drain of the house gutters. Foundation drains. We piped all of this in the field for absorption. There were other suggestions in the report for the home owners to follow and I cannot confirm whether they are doing them which would also assist in the sewage system drainage for water conservation.I have done everything I was suppose to do for the sewer system. I have even paid for some of the materials in this project. I will not refund the cost of the sewer system since we properly followed the procedures and process required by Boone County and the soil morphologist
