Mr. [redacted]For the record, prior to 14 January 2015, we did not know you name or that you exist, which was  four (4) months after  our  last conversation with [redacted].On July 24, 2014 our office was contacted by [redacted]. He requested that we conduct an investigation regarding the boyfriend of his half-sister [redacted]. He explained he had concerns regarding this relationship and that it was his request for us to obtain some basic information about this boyfriend, such as where he was from, his current address, criminal record, etc... Agent Derek immediately asked [redacted] how much information did he have regarding this boyfriend, to which [redacted] replied, he only knew his first name was either [redacted] or [redacted] and that he was DJ at a gym that holds Zumba classes. Agent Derek  told [redacted] at that time that there was no way for him to find out any information based off of this limited information. Agent Derek  explained that information is stored under a person’s full name, date of birth and social security number, none of which [redacted] had in his possession . Therefore, Agent Derek  recommended that an alternative  would be to  conduct surveillance at his sister’s apartment in an effort to observe the boyfriend. Agent Derek further explained that once he observed the boyfriend depart from her residence, he would follow him to his own residence as well as obtain his vehicle license tag number. Agent Derek  stated that once he obtained the boyfriend ‘s address he could inquire with property records to obtain ownership information or possibly run the license tag on his vehicle to obtain a full name and date of birth. Additionally, Agent Derek suggested that once he obtained a full name and address he would be able to conduct a criminal background check, civil background check and perhaps any other inquiries that [redacted] may desire. [redacted] agreed with Agent Derek’s suggestion. Agent Derek then told [redacted] to advise him of the dates and times that he would like to have the surveillance conducted and  he would conduct surveillance accordingly. From that point forward [redacted] instructed each and every surveillance attempt, down to the date, time and location. Agent Derek followed [redacted]’s every request to the letter of the law and communicated with him before and after each period of surveillance. Agent Derek’s last conversation with [redacted] was on September 4, 2014, at which time [redacted] requested further investigation. Agent Derek then explained to [redacted] that in accordance with the agreement he had conducted three surveillances and two direct inquires which totaled 14 hours and that the initial $1,000.00 retainer had been exhausted. Agent Derek advised [redacted] that he had no problem continuing with the investigation however he would need additional funds added to the retainer.  Regarding your questions: (1)  On 3 September 2014, [redacted] advised Agent Derek to place this matter on hold pending further instructions. [redacted] has not contacted Agent Derek  or this office since that conversation took place which is why the case was not closed out and why the report was not sent. Had [redacted] requested a report on that date he would have received a report immediately, just as you did when you came into the picture and made the request on 1 January 2015.  (2)  Agent Derek requested that [redacted] provide “ALL” the information he had regarding the boyfriend of the investigation during the initial consultation. [redacted] emailed only a photo, stated that the first name was either [redacted] or [redacted] and that he was a DJ at a gym in the Washington, DC area that held Zumba classes. [redacted] did not present any information regarding  the boyfriend’s [redacted] page, last name or actual place of employment. It was not until September 4, 2014, that [redacted] stated he had found out from his sister the boyfriend’s full name which then lead him to his [redacted] page. Had [redacted] provided this information in July it would have facilitated the investigation.  (3) [redacted] did not provide any of the actual identifying information to assist in the investigation until September 4, 2014, after the initial budget had been exhausted. (4) Agent Derek was instructed by [redacted] on September 4, 2014, to place this matter on hold until further notice from him. It is not our policy to send out any reports, invoices or evidence without prior authorization from our Client which is why nothing was sent to [redacted]. Had [redacted] or [redacted] requested a report prior to January 2015, a report would have been forwarded. (5) The investigative report that was sent is 100% accurate and details every aspect of the investigation in chronological order as it took place and also coincides with the updates that were provided to [redacted]  over the 15 conversations that took place between Agent Derek and [redacted]  from July 24, 2014 to September 4, 2014. (6) Agent Derek explained to [redacted] during the initial consultation that results are not guaranteed, and the approximate cost of the investigation and time frame for completion would depend on the activity of the Subject of the investigation.Mr. [redacted] we have a  record  of [redacted]’s first e-mail dated 24 July 2014, and last e-mail 3 September 2014.

I am rejecting this response because:
Thank you so much for your prompt response.  I really wish you would have acted the same way after receiving the money.
I do doubt your report, as it arrived only after I requested the money be returned.  
I requested the money to be returned because you did not bother to send an interim report or any update - it was impossible to get you on the telephone.  several times my son [redacted] tried, and so did I.  I am sure that you will find missing and unanswered calls from [redacted] - my US number.
You did not bother to answer phone calls as you
thought it would be an easy  USD 1,000 in your pocket as you assumed 'these
people have no idea what they are looking for'.  You DID receive a picture
of the subject so you should have known exactly what he looks like.  I
really doubt that you sent agents to wait outside my step daughters home and
waiting for them to come out.  This would have been useless as you could
have spent several weeks there waiting. you know that, I know that and it makes
no sense to do that.
But instead of doing some research, as I started doing after I understood that you need help, and after sending you the information, you STILL did not come up with any background information on the subject.  not where he comes from, criminal records,
Simply - NOTHING.
Again, with your assuming that these people have no idea what they are looking for, and taking advantage as a good opportunity to squeeze some more money out of us.    The fact that you did nothing at all is why you never reported anything to us ... and only woke up and sent my son a ridiculous request for a further $200 as a proof to your lack of ability to deal with simple investigations. 
Most probably, that is why we are going to meet on 27 April in Court.
