I contracted Mr. Anthony *** with A&T Management Services to manage a property for me in Baltimore. When we met in October 2019, he was responsive in person, email and Whatsapp. However, when I went overseas and left the property in his management care, we corresponded only by email and whatsapp. He clearly messaged a schedule and timeline for work that I agreed to (about $12,000 w/ a completion of Nov 21, 2019) in the hopes of getting a renter before Thanksgiving. However, once work began, he added new costs for completion - and the timeline was extended to before Christmas. I purchased materials personally and agreed to the additions, with written estimates explaining the outline for work and after having done video calls with Mr. to monitor work. In late November, he said he had to fire a contractor for being under the influence and that would slow down work.
In December, he said all the work we discussed was complete except for the flooring. He asked for an additional $3897 (atop the $12,000 already paid) for flooring work that he said his team would complete. I purchased the materials he requested and he picked it up to install. I paid $3000 on December 2 to stay on track for the pre-Christmas completion and move-in date he promised. After receipt, he became unresponsive. After 2 weeks with no answer, he claimed he had family and health issues that stopped work, but he would finish the work himself - on time. By early Jan 2, he again became unresponsive and sent no photos. I told him that I needed to part ways on this project. He then claimed he was in the hospital and needed the weekend to finish the work on the floors as promised. I gave him that weekend to complete the flooring, before hiring a new company. When they got access, the floors weren't done. Since their hiring in January 2020, I paid $2255.00 for handy work and $3,410.00 for flooring that Mr. said was complete. I want a refund for this work and $3000 for unusable flooring materials.
