Atchers has exceeded every due out date and we have been without a vehicle for 11 months now. The hood was an after market part that was on the estimate in Feb 2015 and should have been obtained in May 2015. There has been very little communication between the shop and us until the Revdex.com complaint. We have had to have friends in the area go by to update on the lack of progress on our vehicle. At no time has Atchers offered any discount for not meeting completion in a timely manner.

Revdex.com president [redacted] discussed the status of this case with [redacted] and with [redacted] Atcher on 5/20/2015.  [redacted] had indicated that [redacted] Atcher contacted them (she and her husband) to indicate that work was complete and the truck is ready to pick up.  However, she is very concerned that the price is more than double the estimate provided in February, 2015.  She indicated that copy of this estimate had been provided to Revdex.com.  Revdex.com president [redacted] obtained the estimate, which outlined parts to be replaced, the cost of these parts and a labor charge of $3,000, for a total estimated cost with tax of $4,903.49.  [redacted] stated that when [redacted] Atcher called to say the truck was ready to pick up, he indicated that the cost of the work was over $10,000, far more than double the written estimate provided prior to their turning the truck over to him for this work. When [redacted] spoke with [redacted] Atcher regarding the status of the complaint, [redacted] Atcher provided this response:1) The project ended up being a total restoration of a 1965 Chevy truck.  He stated that the more they got into the job, the more they found that needed to be done.  He stated that he communicated throughout the project with [redacted]'s husband as well as [redacted], letting them know that additional work was needed and that additional costs were being incurred.  He states that he was always told by [redacted]r's husband to proceed with the work.2) Now that the work is complete, [redacted] Atcher indicated that he would fax or e-mail me a copy of the final bill.  He states that the cost of parts and labor came to a total of $11,200.  He says this cost includes extensive additional work that was performed, including purchase of a "donor vehicle," purchased with knowledge of [redacted] and [redacted], for taking parts from that "donor vehicle" for use in vehicle being restored.3) [redacted] Atcher indicates that he willing to significantly reduce this cost below the $11,200 invoice, in order to return the vehicle to [redacted] and [redacted] and receive payment for his work.  He says he will not charge for repainting the truck and will reduce the total that he expects to be paid by $2,200, agreeing to accept a total price of $9,000.  Less the $2,500 deposit paid at the time the truck was brought to his shop, he indicates that he will accept an additional payment of $6,500 and consider the work paid in full.4) [redacted] advised [redacted] Atcher that he knew [redacted] and [redacted] continued to be concerned by the length of time taken to complaint the work and by the amount that the charges exceeded the written estimate.  He indicated that he understood these concerns and did not feel that Revdex.com has adequate basis to consider this complaint resolved or properly addressed by his business. [redacted] Atcher's response was that the work involved was a "total restoration" of an antique vehicle; that such extensive restoration work is far beyond what he normally undertakes with vehicles and can often take a shop up to two years to complete; that the total extent and cost of the work was impossible to know at the time the restoration started,; and that he maintained communication with [redacted] while the work was in progress and got consent to proceed with additional work as needed.  [redacted] Atcher acknowledges that the couples move to North Carolina due to [redacted]' reassignment made it more difficult to fully communicate with [redacted] and [redacted] and made it impossible for the customer to stop by the shop periodically see the status of the work and get an update on what was being done.  However, he says regular communication was maintained by voice, text and e-mail, so that [redacted] knew about additional work and knew that cost would significantly exceed the original estimate.  [redacted] Atcher believes that agreeing to reduced the invoiced amount by $2,200 and accept $6,500 as the total additional "paid in full" cost is being very fair.  [redacted] indicated that he would convey this response to [redacted] and [redacted] for their consideration.

I have reviewed the response made by the business in reference to complaint ID 1[redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
On 10 FEB 2015, while walking around the vehicle with [redacted] Atcher at time of his estimate [redacted] Atcher made note of what was expected for repair. [redacted] Atcher was showing [redacted] options for sound deafening panels and we had talked about not doing anything extensive to the bed since [redacted] wanted Rhino Lining.  At this time, [redacted] told [redacted] Atcher that he would go up to $1,000.00 beyond the estimate for unforeseen costs. [redacted] Atcher new the condition of the truck from the beginning. [redacted] Atcher and [redacted] discussed the project of the 1975 K20 Scottsdale Chevy body work with paint, wiring and gave us a copy of his signed estimate.  Prior to the estimate, [redacted] had 2 rocker panels, 2 fenders and installed one rocker panel on the driver’s side himself.  He gave the remaining parts to [redacted] Atcher with his vehicle on 5/1/2015 with the LMC parts magazine that had the Cowel hood (after market item) we wanted.  This was also on the estimate.By July 2015, we were finalizing our army move.  The truck was still in [redacted] Atchers storage lot, but he assured us it would be done by August and since our daughter was staying in KY for college we thought we could make the trip back to get the truck then. After several attempts to get updates on our truck and missed deadlines. Friends in the area to include [redacted] and the [redacted]’ went by to see if the truck had been moved or work done. Our daughter living in the area, even tried to get an update with pictures from the shop. [redacted] and CPT [redacted] made a trip to KY in November 2015, with a car hauler to retrieve our truck but it was in pieces and we would have needed an enclosed trailer. Therefore, we took pictures of the vehicle in storage lot with the bed off.  [redacted] told [redacted] Atcher that we were upset and CPT [redacted] was already stating she was going to file a complaint. When we arrived home to [redacted], [redacted] bought a rolling chassis and told [redacted] Atcher about it with the intent to mount the painted bed and body on to this chassis at a later date. [redacted] Atcher knew we had no intent on him doing any more work than what we originally discussed on the estimate. We had lost trust in him to complete work and just wanted our vehicle back. We had already filed a Revdex.com complaint.[redacted] Atcher doesn’t keep regular business hours and is very hard to get a hold of. We even gave him our email, which he only used a total of 4 times (March 22nd x2 and May 3, 4) and there was only pictures of paintwork, no discussion of any kind. His shop helper [redacted], had sent some pictures to [redacted] and had become the primary contact for this project.  At no time was extra costs discussed, just updated work, which is visible in all text messages. At one point several months ago, [redacted] called to get an update from [redacted] Atcher.  He actually was able to reach [redacted] Atcher. [redacted] Atcher stated he had bought a next generation of Chev truck (1979-1983) for $500.00. [redacted] Atcher asked if he could use the bed with tailgate.  He said the bed looks the same and it would save him time because it was in better shape.  [redacted] okayed this, thinking it would save both parties time and money.  There is text from the shop helper [redacted] asking if we still wanted the 5th wheel hitch installed in the bed, since this is what we had in our original bed.  We said no, thinking this would take up more time and we just wanted our truck back.  Within the last 2 months while calling to get updates [redacted] Atcher stated that he had some doors (from the donor vehicle) that were in better shape but were power windows and asked if he could use them.  [redacted] stated he did not mind if he used them. Again no extra cost was discussed, only saving time on getting the truck completed. All pictures we have of the vehicle do not show all the work agreed upon, such as the bushwhacker fender flares.  However, at this point, we just want our truck and no further work to be completed by [redacted] Atcher.
Regards,
[redacted]
