Business states that only refrigerators that were manufactured pre -are currently eligible for the programAny models or newer do not qualifyAs for the carbon monoxide, they are not provided by the *** programAll actions taken by the business were to ensure the safety of the customer

I am rejecting this response because:
If my refrigerator will be years old next year then it is eligible to be replaced after January 1, according to the "rules". I have the model # of the refrigerator I now have as I have had to have it repaired in the past so I had this information all along. It was made in the year and I bought it in early and it was a floor model
Also, being you seem to be so highly concerned about carbon monoxide, why did you not fix the one in the house that does not work at all and this is still the case? Had I known that this was a problem, a properly working carbon monoxide detector would have prevented this entire series of events from occurring -- well almost that is.
If you agree to replace my refrigerator with the same type/size of refrigerator as you initially promised and deal with the failed carbon monoxide detector perhaps this would solve these issues
If you do not agree, I will be taking further action shortly

I am rejecting this response because:
You state and I quote: "As for the carbon monoxide, they are not provided by the *** programAll actions taken by the business were to ensure the safety of the customer." How do I know if the carbon monoxide levels in my home are safe? You are certainly not helping me one In my opinion you do nothing to help anyone, only cause problems and disruptions.
You used the refrigerator issue to get into my home and disrupt everything. I hope you are proud of yourself for doing nothing to help me one bit. Was was this Repair & Replace in 24-hours thing all about? Nothing was fixed by anyone in 24-hrs. I had no heat for almost a week and that exacerbated my medical disability of MS. Thanks for nothing as I view you people to be frauds at best and will tell everyone I know to never allow you into their homes for any reason at all

In regards to this complaint we want to express our concern
for the gentleman who shared regarding himself openly and for that we thank him. We are deeply moved by his health condition
and want nothing other than improving his life within his home. Their participation in the PG&E Energy
Savings Assistance Program is a solution based program to identify ways and
means to improve a house’s energy consumption and his participation is appreciated.
ESAP is income based and the standards have been developed from
California Public Utilities Commission and PG&E. We are subcontracted to carry out the program
as it was developed and designed. We
adhere to every guideline for all improvement measures within a home. We are responsible for reporting the status
of our findings to Richard Heath & Associates as well as PG&E. Inspections take place to insure the success
of the program. Each home improvement
has guidelines that have to be met in order for the improvement to be
done.
Refrigerators are based on the year the appliance was
built. If the refrigerator is or
older we enjoy making the energy improvement and have the refrigerator
recycled. It is not an arbitrary
process. It is in bold type. We explain this in great detail and we only
hope we communicated it well enough to not cause any confusion. We believe they may not have understood this
part of the program clearly enough and thought that behaving with a trace of
mistrust would allow us to make an exception, we cannot oblige with that type
of customer. They have a fridge that is
compliant with today’s standards. Energy efficiency has come a long way and when
a fridge is running too much it causes an unwanted or needed expense. PG&E predetermined the guidelines and we
follow procedure.
We sent a Natural Gas Appliance Technician to test all the
gas appliances as a safety check prior to weatherizing the home. Sealing a home up can be dangerous if test
readings come in too high. Unsafe traces
of carbon monoxide within a site can kill someone in their sleep and the
reading we were getting from the furnace at the site in question was reported to
PG&E as to possessing an unusual high reading. The technician is only doing what PG&E
trained him to do; it is never personal but rather in the best health interest
of the customer. Upon visiting the site
the PG&E technician concurred with the ESAP NGAT test that it was unsafe
and shut the gas off until the appliance was fixed. Because the customer is a home owner they
are responsible for their own appliances to be functional and would have to
take the necessary steps to get the appliance functional before the gas would
get turned back on. We would not in any
way jeopardize a customer’s health or safety conditions. We
empathize with the gentleman’s health condition and only hope he understands it
was for his own welfare that we notified PG&E and subsequently had the gas turned off.
Fortunately for the customer we were able to get them in a program that
had the furnace replaced in a very short time.
We are very proud of our existing contract with PG&E and
its good standing. We take pride in our
customer base and the work we do to improve people’s homes within our
community. We can only follow the
guidelines set before us and with strict adherence. We do not make the guidelines. We only implement the solution that they set
forth. We encourage any and all who
qualify to take advantage of a program designed to improve their home’s energy
consumption with applicable upgrades and repairs that are paid for by the
Public Purpose Program Tax & PG&E Energy Savings Assistance Program provided by Atlas Systems Inc Call today to see if you qualify for the program Dial 1-866-223-

Review: A man named [redacted] was sent to my house to provide me with a new refrigerator. He is employed by Atlas Systems, Inc., a company that PG&E contacts with for weatherization services best I can tell. I will not be getting a new refrigerator I was told after he got here. After this news, [redacted] decided to disconnect my oven/stove and furnace because he thought there was a problem and told me it would be ONE night without heat. Well here it is on day #3 and still no heat and that is because I had to call a repair man to try to figure if there was a problem and he took the whole furnace apart and put it back together again and it would not come on again as it has before he did this so here I sit with NO HEAT and the disease multiple sclerosis! Had [redacted] not disconnected my furnace and have some incompetent technician come here from PG&E on the night of October 10, 2014, I'd have heat in my house right now as it seems I may not have had a problem at all! I have the disease I have multiple sclerosis and symptoms are triggered by hot and cold. I'm cold right now and wearing 3 layers of clothing and there is still no call from PG&E nor this office called Atlas Systems, Inc., the place that [redacted] works for. As it now stands I am thinking of going to go live in a motel somewhere and have three animals that will require being boarded being a big storm is coming in within the next day or so. This person working for this place is a liar. Tried contacting PG&E and all they did is take a complaint over the phone but did nothing at all to assist in getting my heat running again.Because of these incompetent people working for Atlas Systems, I am in a state of complete disarray. You help is appreciated! Would like my furnace repaired to the state it was in before [redacted] touched it and also the refrigerator I was promised.Desired Settlement: New refrigerator the same size as the one I have now and repair/replace my furnace.
