Harassing phone calls about a debt that has been resolved. They are threatening legal action. Help me.

Refusal to identify name of agency without being prompted several times. Refusal to discuss account with spouse residing in state where it is legal to. Failure to provide physical address at onset of call. Not following FDCPA. Failure to send dunning notice within 5 days of initial contact, failure to provide validation of the debt upon written request. Threatening legal action and making accusations of theft by deception to imply legal action or criminal charges possible. FDCPA and UDAAP violations worth several thousand dollars in damages.

I got a voice mail a few days ago. It said to call back. I called him back, and then he called me. He said he was with Attorney Litigation Services. He said he could settle the debt for $905. He called from 614-678-5381. He knew the last 4 digits of social security. He sounded like an African American, said his name was Carlson Sheyer. He said you owe $3400, but taking off penalties and interest, he could settle it for $905. He gave me a case number. And at the end he said "Good Luck". In the background you could hear other people on the phone chattering. He had my address. He said he would mail and email 5 days after money is received.
