I am a current tenant at a apartment complex that is currently being managed by Celtic Property Management, LLC they refusing to turn on the a/c and stated that it will not be turned on until the end of MarchThe excuse that was given to me by the manager was that the temperature was going to cool off next week this was last week and it is suppose to cool slightly off for one day to two days then it's back to being hotI pay for utilities that are included in my rent and yet I am being told that I have to suffer until the end of MarchI have a baby as well as three other children in the apartment who are catching colds because we have sleep until the fan at night just to stay coolI pay my rent on time every month and I know my tenant rights and know that the landlord is suppose to provide the cooling and heat as the temperatures change and not when they feel like they shouldI need some help in getting my point across that you can't take people money and not provide them with the required essentialsI understand that apartments on this property are on a boiler/chiller system however they still have the heat on when it's almost degrees outside and on some days it reaches thatThe apartments are two story townhouses so it's hotter up in the bedrooms then it is in the living rooms

I was referred to City Place Apartments by a close friendThis friend has at least past evictions, alot of debts, she is new to her employer, and she has childrenShe is a hard working single motherShe referred me to this particular property because I also have children and one past evictionThese apartments are within my budgetI went to apply for an apartment at City Place because she was so certain I would be approved since she has several evictions and terrible creditI gave my application fee and also a deposit of $I was contacted and told that I was not approved and my deposit would be refundedIt has been weeks and I have not gotten my refundI asked for the reason of the denial and there was not much of an explanation I was told it is because I have debtsThe customer service at this location is horribleThere was an year old gay gentleman that assisted me (that information was given to me by himself)Very unprofessional as he spoke in regards to his male partner and played rap music

-MAJOR roach infestation
-extremely rude management
-no response to work order requests
-forced upon move in to purchase a "bond" to cover damages, only to be told that it covers me AFTER I move out
-gang activity and prostitution
I would NEVER recommend this company's properties to ANYONE I actually care about! informed them of maintenance issues within a week of moving in, and upon moving out, STILL not addressed! I was charged court fees for them PLANNING to take me to court, yet provided me no documentationno one ever answered the office phone, and if she did, she was generally rude! pool closed nearly all summer, greenbelt grass unkempt and dead, and the children's play area was so poorly maintained, I couldn't take my granddaughter to play therebecause of fighting, and an eventual murder, my daughter refused to stay there, and had I not wanted to break my lease, I'd have followed her! this was the most despicable, and unsafe place I've ever had the misfortune of living in!!

I see that Ms [redacted] did indeed get charged these fees and I am awaiting the pictures and the move in move out form to reviewif these charges are not valid I will revise her deposit amount and ensure she is sent monies back promptly

THis company shows no care or professionalism what so ever. They only care to receive their rent payments and could care less about your apt, safety, or the amenities that they never provided. I live at [redacted] in Phoenix for 2yrs and this past summer the pool was closed for the entire summer. The little playground has a huge hole in the slide. The laundry facility that they said would be provided has yet to be opened. Instead they use that room for storage. The office staff especially [redacted] the manager is very rude, unprofessional and could care less about any tenant in there. She's always too busy tondo the simple tasks her job entails. As soon as someone gets upset she threatens with a 10 day notice but if they took care of the problems they have just as fast no one would have an issue. And also the problem does not stop there it goes higher because there is no way to contact her boss. No one ever answers the phone. It was the worst living experience I've ever had

[redacted] is truly sorry that this situation has happened, we have cut the check to return the entire $600.00 , we are not entirely sure why the checks have not reach the prospect but we are in contact with her to explain the situationand we will continue to keep in contact with her until she receives her refund which has been sent through [redacted] for the East Coast.

My complaint on this property is the management. The manager here will not address resident complaints. They have a bed bug and [redacted] roach problem that she denies. If residents tell her they are going to go over her head she threatens them with and 24 hour eviction. She is very passive aggressive.They are also told they have to pay for the bug extermination. They recently took away the communities yard sales because she states because of bed bugs and coach roaches. Yet there wasn't even one found during the unpacking of donated items. They also decided that the community club house will only be open from 7:00 am til 4:30 pm Monday thru Friday because someone may get raped in there, and also because someone may come in and take the 32 inch TV, or they may decide to spray paint the walls. So that pretty much curtails any evening activities for them. To bad if you work, not her problem.
