Auto Outlet Route 51

Review: My name is [redacted] I bought a 2005 grand Dodge caravan from auto outlet. Did title transfer and had a few payments left to make. The owner said he would put a lien on the title and it would not be sent til after the last payment was made. I made my last payment in Feb of 2016 and still have not received it. I have called him 6 times since questions ing my title and every time I call he says he will call me back after he looks into it.. never calls back. Last time I called he said he looked in his computer and it was sent and then sent back. But there is no way that happened. I told him that and he said he would look Into it and call back. That was over a month ago and still no phone call and no title......I have a mother vehicle I want to purchase after selling this one but can not do anything because I have no title.. I paid the fees at the dealership and made every payment on time and he just will not get me my title.. please help me I do not know what else to do. And I need to get a different vehicle before winter because this van is only front wheel drive and I dont want my.wife and 4 kids stuck once winter comes...please have him help me!!!
