February 5, 2016Dear [redacted] ,I would like to apologize for the delay in getting our customer, [redacted] , taken care of initially, the parts person had encountered some difficulty in finding the heated seat part(s)Unfortunateluy, that task then fell through the cracks However, since receiving your letter, I am happy to report that the repair to [redacted] 's seat is now completeIn addition, her windshield washer pump, which was malfunctioning, was also replacedThere was no charge to the customer for either of these repairsI would like to offer [redacted] a free PA State inspection for this vehicle as compensation for the delay in handling her ????ir.Please feel free to contact me if you have any further questions or concernsSincerely,Pete CService Manager

Dear *** ***,I have received the complaint from *** *** which was submitted to your bureauI apologize for the delay in responding.*** *** did purchase his *** *** from our dealershipWe performed a complete PA Safety Inspection of that vehicle in December of There were no
rust issues sufficient to prevent the vehicle from passing the inspection requirementsThe technician who performed the inspection is an ASE Certified mechanic who has been licensed to perform PA Inspections for of over years.It is not unusual for an eight year old vehicle with nearly 100,miles on it to have some rust, even inside the vehicleSpilled drinks, snow, windows left open in the rain and leaking roofs are all possible causes of rust inside vehicles, Rust on the Outside is still common and is worse in the northern parts of the countryThe vehicle has a clean *** report with numerous service record and a clean titleNone of the *** records deal with issues you might expect to see if the vehicle had been in a floodThe vast majority of vehicles with rust are not flood vehicles just like most headaches are not aneurisms,*** *** did bring his vehicle back in to us with his concerns and the service manager looked over the car's interiorHe does not believe the vehicle shows signs of being in a floodSince it is our belief that it is not a flood vehicle, we were not willing to refund the customer but we did offer to switch him into a different vehicleHe chose a $15,vehicle (his was $10,495) and he wanted that one for no additional money and with a free Comprehensive service ContractAnd he wanted to test drive it for weeks and be able to return it after those weeks if he didn't like itThose terms were unacceptable and we were not able to come to an agreement.As for the laundry list of repairs, that is not surprising coming from a new car dealershipThey want to replace as much as possible and make the vehicle like new again, We did not try to pass our vehicle off as "like new" and it was priced competitively, below NADA retail.In the event that *** *** is able to prove definitively that this vehicle should have a "flood" title, we would be willing to take it back for a full refund less sales tax(There is a process for a consumer to apply for a refund of vehicle sales tax and we would gladly help with those forms)By definition, a flood vehicle has been completely or partially submerged in water to the extent that its body, engine, transmission or other mechanical component parts have been damaged
