In the matter of case ID [redacted] the following can be said:On 09/05/2017 Resident [redacted] came in and tried to pay rent. We informed him that his rent would be late today, and he said that he was not going to pay any late fees. He then mentioned a noise complaint about his neighbors...

upstairs, and also mentioned a water leak in his apartment. We have already spoke to them about the noise complaint as of 09/01/2017. We informed them that they are on the first floor, and that they have upstairs neighbors, and sometimes they will hear the people walking above them. I also spoke to the resident upstairs on 09/01/2017 to remind them to be courteous of neighbors upstairs. [redacted] then took back his payment and said that he was not going to pay rent if we would not waive the late fees. This is not the first time that [redacted] has tried to force the office to waive his late fees. We mentioned to [redacted] that there are many different payment methods to pay rent by the first of the month, and if he could not get his payment in by the 1st of the month, that he has until the 3rd of the month according to his lease to pay without any late fees. He said that he is a truck driver and sometimes he is not home. We mentioned to him once again that he has an option to pay rent online or to have his wife drop off the payment in the dropbox or to the office. I ([redacted], then stopped everything I was doing to go over and check his apartment for any signs of a leak. There were no detectable signs of water, so I told him I would be back to check the leak. He then said he was going to call the police about the leak and the late fees. I then waited until after the police left so that I could allow him to speak with the police. They were confused about why he called them about late fees and a leak. I went back over with the maintenance supervisor to look for any signs of a leak. There was a small drip that only occurred when the resident above took a shower, and the curtain was outside of the tub. We made repairs on 09/05/17 and the leak was no longer. We confirmed with the resident to see if there were any leaks, and he admitted that there were no longer any leaks, so we went back on 09/06/2017 to inspect. The resident then asked if we would waive his late fees and we said that we were not able to, so he then decided to file a complaint all because we would not waive the late fees. After long discussions with the resident, on 09/15/2017, the resident apologized for his actions, and even offered to give me ([redacted] a hug because he felt horrible for his behavior. I informed him that we just wanted to make sure that we were able to take care of his needs, and also explained once again why we are unable to waive late fees. He smiled and left the office, but not before I took the opportunity to ask him if there was anything else he would like us to do. He responded with a “no” and said that he was sorry once again and proceeded to leave the office. My assumption is tha he filed this complaint in the heat of his frustration because we would not waive his late fees. He was also upset because he received a 3 Day notice for unpaid rent because he refused to pay his rent until we waived his late fee. Please let me know if there are any additional details or information that you require.
