Avianca Express

I paid Avianca Express to deliver a package from south Florida to Manizales Colombia. The package was lost and never delivered. I was refunded for the declared value of items contained in the package because I paid an additional charge for insurance of the declared value. I also requested a refund for the delivery charge since the package was lost and never delivered. I was told that I would only be given the declared value for the items in the package but not the delivery charge. I would like a refund for the delivery charge since I did not receive the service for which I paid.
