I am writing to respond to a complaint by [redacted] regarding her power bill Ms [redacted] complained that we did not inform her that “anything was wrong with my electric meter” and asked for a “store credit” or a billing adjustment North Central Power (NCP) usually reads the meter at each customer location every other month, if not every month The Wisconsin Public Service Commission (PSC) rules Chapter PSC require NCP to read the meter at least every two months The meter at Ms [redacted] service was not read in March and an estimated usage of 2,KWHs was invoiced The meter was read on April 18, and showed usage of 17,KWHs more Our billing supervisor decided to have the meter tested and only invoiced Ms [redacted] for 1,KWHs of usage until we could determine whether the meter was registering usage properly On May 2, the meter was tested and it was determined that the meter was in fact registering usage properly Ms [redacted] meter was then read on the reading schedule on May 12, and showed usage of 1,KWHs since the April reading The two usages of 17,KWHs (minus 1,KWHs already billed) and 1,KWHs were then totaled and billedMs [redacted] is responsible for payment for all KWHs used It is not NCP’s responsibility to determine why a customer is using excessive amounts of electricityNCP does not monitor usage on a continuous basis nor does NCP have knowledge of each customer’s usage patterns or installed equipment When the high usage was discovered, NCP tested the meter to determine whether it was registering correctly and made her aware of the high usagePlease let me know if you have additional questionsSincerely, [redacted] President

meter at each customer location every other month, if not every month.  The Wisconsin Public Service Commission (PSC) rules Chapter PSC 113.0405 require NCP to read the meter at least every two months.  The meter at Ms. [redacted] service was not read in March 2016 and an estimated usage of 2,161 KWHs was invoiced.  The meter was read on April 18, 2016 and showed usage of 17,319 KWHs more.  Our billing supervisor decided to have the meter tested and only invoiced Ms. [redacted] for 1,000 KWHs of usage until we could determine whether the meter was registering usage properly.  On May 2, 2016 the meter was tested and it was determined that the meter was in fact registering usage properly.  Ms. [redacted] meter was then read on the normal reading schedule on May 12, 2016 and showed usage of 1,790 KWHs since the April reading.  The two usages of 17,319 KWHs (minus 1,000 KWHs already billed) and 1,790 KWHs were then totaled and billed. Ms. [redacted] is responsible for payment for all KWHs used.  It is not NCP’s responsibility to determine why a customer is using excessive amounts of electricity.
