Unfortunately we did miscount the number of students registered for the class and parent was told that student would need to attend next available class.  Student’s father called and we discussed reasons why the limit of students was set where it was.  I discussed adding another student...

with classroom instructor to make sure that no student would be negatively affected by adding one more student.  We concluded that no student would be negatively affected and we accepted student in the parent’s desired class.

I have reviewed the response made by the business in reference to complaint ID [redacted] and have determined that this does not resolve my complaint. For your reference, details of the offer I reviewed appear below.
Birth of a child does not fall during normal operating hours. I do not know of a natural birth that can be planned to meet that. I would have called but my fiance was in labor starting 11pm on the 24th (after business hours). Business office is open only M-F. I am so frustrated with this ripoff groupI have escalated this to the state of WA.

scheduled a skills test for July 25, 2015 and did not call within between 9-4:00PM to cancel his appointment. His $55 for the skills test was still valid but due to his no show there is just a $20 rescheduling fee because our instructors are paid whether a customer shows up or not. Also at the time of scheduling we go over our policies and procedures with our customers as well to make sure they understand the rescheduling policy. Thank you for your time.  [redacted]

I am rejecting this response because: The response does not adequately answer the complaint. I understand, and agree, that requirements are covered as part of the program. That, however, is only part of the problem. As stated in the initial complaint, B&B is (or if they are not ought to be) a subject matter expert regarding the often intricate requirements of the Department of Licensing. Should I have caught the six month time line? Perhaps. But again I have never before navigated this particular road. They have. Hundreds, if not thousands of times one would hope. Thus at the very least one could reasonably expect them to look at a student's permit, which I know they check because they have to before someone can drive their vehicles, and realize the date on said permit would not allow for enough time to complete the state's time requirements.
The company response that, "ultimately it is up to (the) student and parent to know their specific requirements for the Department of Licensing as so many of our students have unique situations such as living with a physical or mental disability, born in another state or country, or a minor no longer living with a parent" is a cop-out at best. Imagine the fallout against a title company that opined there are simply too many possible situations for them to offer assurances that the title on a given piece of property was clear! As with B&B in this case, they are the subject matter expert. They are expected to catch the unique situations that buyers and sellers unfamiliar with the intricacies of real estate law may be unaware of. That is their job! In a nutshell the suggestion that they (B&B) places the onus for knowing DOL requirements on parents and students instead of on themselves is a bit like saying 'it's too hard so we don't even try'. That is absolutely unacceptable, and frankly irresponsible. Again... should I have caught this problem? Perhaps. Should they have caught it and pointed it out? Definitely. Further, all of this does nothing to address the fact that we were either lied to, or at best given an uninformed opinion when we confronted them last June. In fact the incorrect information is reiterated in the company's response! Does the DOL have an online option for applicants that cannot get to a DOL office? Yes they do. And it requires a social security number that foreign nationals do not have. I called the DOL and sure enough foreign applicants are REQUIRED to go physically to a DOL office to apply. Period. This is not a new requirement according to the WA DOL. It has always been the case. If they (B&B) are experts, why is it that a parent ends up finding out a truth that they should be well aware of? Worse still, I informed them of this fact before filing my initial complaint and yet the erroneous information about the online system persists in their response! That means future students may fall into the same trap because B&B is completely unaware of the requirements in this state. If they spread that incorrect information what else are they teaching that is incorrect? I would hope nothing, of course, but I cannot be assured of that fact and neither can any other past, present, or future student and/or their parents. Did B&B do 'everything in their power' as they purport? No they did not. All they did was teach a class and take my student's money when a simple check on the part of this company would have prevented this whole situation.

We are sorry to hear that you are not satisfied with our company and frustrated with our policies. When you had taken your knowledge test you were provided with our policies and procedures and you signed and dated that you were notified of our company policies regarding DOL testing on 7/11/15. Our company also verbally reminded you of the cancellation fee when you scheduled your skills test. The Department of Licensing approved our B&B Policies & Procedures and has a copy. Attached is a Driver Training School Program Complaint form and a copy of your signed notification that you received our B&B Driving School Policies & Procedures. The Complaint form is what you would need to use when filing a complaint with the Department of Licensing.

Review: B&B took [redacted] dollar payment without giving a service (e.g. a skills test) that had to be cancelled due to the birth of my child on that day. When going back they charged an additional 20 retake fee. This is a scam and a ripoff. Many people wish the state did not force this junk.Desired Settlement: I feel I should have the desired driving exam that I initially paid for.

Review: We signed my son up for B&B driving school because they had a special for $375.00. We have two receipts from the company B&B that are signed by their employees each time. The first receipt #[redacted] showing payment of $200 with a balance owing of $175.00. The second receipt showing a payment of $175.00 with a balance owing of $0.00. We called B&B school today in hopes of setting up the remainder of the drives that my son [redacted] has to do to complete the program for driving school now that we have paid B&B in full of $375.00. B&B refused to schedule the drives and has stated that we owe them another $100 that the course price was $475.00. This is incorrect. We have receipts showing what we paid and what we owe which shows we owe a balance of $0.00.Desired Settlement: We would like our receipts of $0.00 owing granted as we have paid for the driving course program in full. We initially signed up with [redacted] at B&B and he agreed to the full price for the program at $370.00. That is when we paid the $200 with a balance owing of $175.00. We recently paid the $175.00 now owing a zero balance. We would like [redacted] (my son) to continue at B&B driving school and be able to schedule his drives with their company so he can complete the program and then be able to get his driver's license. We wish for B&B to grant our receipts and to give us the customer service we deserve. Thank You

The price was never $375 and we have never advertised with television commercials. Attached is a copy of the student’s signed registration form with prices and payment options stated very clearly. The student actually owes us the balance of his driver’s ed program plus a substantial amount of late fees which is clearly stated and agreed to on the parent information letter (also signed and attached).

This business is withholding Dr's **'s student's certificate even after all payments were made in full before student's last day. Contact was made to try and resolve this matter and still they have not mailed out or made any efforts to present student with his certificate after he successfully completed this Dr's ** class. It is now 10days past since the funds were withdrawn out of my account and still they are withholding students certificate. There is no reason or excuse for this and they have ignored my last email requesting it just be mailed out which it still has not. COMPLETELY DISSATISFIED as everyone else in the class who was paid has received their certificate and still this student has not received his even after all pymts have been made in full.
