Windows leaking, which is causing drywall damage.

Had new windows installed on 8/3/12 and have notice that through the frame and along the frame where the windows attach to the wall there is water coming through which is causing dry rot in the drywall and puddles on the window sills. I've left numerous messages which don't get returned and when I finally did get a hold of someone they say they haven't received my messages. They said they would send someone out on Friday between 2-3pm. Great, so I leave work early to meet them and nobody shows up, again I call and leave another message and still have not heard back.

Not sure what to do now, contact the contractor license board and or hire an attorney. I do know the longer this goes on the more damage I will have to my drywall and god forbid mold.
