I started HARP refinancing with BPPR in August 2017. Nearly five months after starting the process has still not been finalized. I provided all required documentation within three days of initiating the process and still can not get the process completed. Periodically I will get an "urgent" request for "critical" information/documentation which has been promptly been submitted. All when the original mortgage is already held by BPPR. I am convinced BPPR is working in an unethical manner, purposefully slow-rolling the process in order to avoid the refinancing before interest rates continue to rise. Rise in interest rates already occurred after the US presidential elections, which marked month 3 of the process. Of note - I have purchased three properties in the continental 50, none of which has ever taken more than 3 days to process. BPPR is garbage. I will look to foreclose on the loan instead.
