department.  Since there was a history of delinquency in paying your bill,  our policy is to escrow funds. However, it was decided at closing (by you) to estimate rather than hold more of your money to avoid the $100 escrow fee. It was your responsibility to bring a final bill from the city to us. After our estimate, the city sent our checks back asking for an exact amount. In the Acknowledgement and Indemnification document that you signed on the 19th of May you agreed to “make arrangements with the City of South Saint Paul water department to have the final water reading made." This document also verifies that Bankers Title & Bankers Closing Services is not responsible for the payment of any delinquent or final water bill.  After discussing this with Melissa [redacted], Budget & Management Specialist of the City of South Saint Paul, we verified that the city does not charge late fees on final water bills and did not charge a late fee on your bill. The $29.46 that you are disputing wasn’t a late fee, it was your final bill from April 3rd until May 19th added to your Balance Forward of $332.70. The discrepancy between the original $332.70 bill and your final bill of $362.16 is due to your final charges from the City of South Saint Paul.We understand your frustration and truly hope that this additional information will help you understand your charges and understand why we can not make an exception in paying your final utility bill fees.  Please let us know if there is anything further we can do by reaching out to me directly at ###-###-####.
