Mr. Barfield conducted a home inspection on a house that I was in the process of purchasing on 11/30/18. I paid him $475.00 for this service. I received his inspection report on 12/3/18. There were several items listed in the report which we had the home owner fix. Since we purchased and moved into the home, we have found several items that were missed in the home inspection. These include at least 3 power outlets that do not work as well as 2 broken outside spigot valves.
I have tried repeatedly to contact Mr. Barfield with no response. I have left my name and number with his receptionist and he doesn't return my call.

Mr. timeline of calls made on the Revdex.com complaint form is not correct. I was given the message he had called my office and I tried to return his call after his first contact. I left a voice message for him to call me back but I never got a call from him. He had my personal and business cell phone numbers but I never received a call from him at either. Mr. and I had texted each other prior to his inspection but I never received a text from him concerning this matter. As far as his inspection, Mr. was told about the water faucets that did not function during the inspection and these were listed in the report he received prior to purchase as items needing repairs. The electrical outlets were not identified during the inspection and that may be because the home was still occupied at the time of the inspection and there was furniture and materials located inside the house that may have prohibited access to these items. If the outlets he has that are not functioning were not covered by stored furniture or materials, then it is possible an event occurred between the time of the inspection and the date he found them not working that was after the inspection was completed. Mr. and family were present during my inspection which lasted approximately 5 hours and he saw me check each one of the available outlets. However, because there was a significant amount of electrical issues identified during my inspection, I recommended that Mr. have a further assessment to the electrical components of the house prior to purchase by a qualified electrician. It is my policy to extend every available courtesy to my clients and I make myself available to each at anytime after the inspection is completed at no charge for a return visit or followup. This was conveyed to Mr. at the end of his inspection and again in the email I sent to him when I emailed his report. In the inspection report there is an explanation of the purpose, limitations, and responsibilities for the inspector and client.

The TREC Standards of Practice (Sections 535.227-535.233 of the Rules) are the minimum standards for inspections by TREC-licensed

inspectors. An inspection addresses only those components and conditions that are present, visible, and accessible at the time of theinspection. While there may be other parts, components or systems present, only those items specifically noted as being inspected wereinspected. The inspector is NOT required to turn on decommissioned equipment, systems, utility services or apply an open flame or lighta pilot to operate any appliance. The inspector is NOT required to climb over obstacles, move furnishings or stored items. Theinspection report may address issues that are code-based or may refer to a particular code; however, this is NOT a code complianceinspection and does NOT verify compliance with manufacturer's installation instructions. The inspection does NOT imply insurability orwarrantability of the structure or its components. Although some safety issues may be addressed in this report, this inspection is NOT asafety/code inspection, and the inspector is NOT required to identify all potential hazards.In this report, the inspector shall indicate, by checking the appropriate boxes on the form, whether each item was inspected, notinspected, not present or deficient and explain the findings in the corresponding section in the body of the report form. The inspectormust check the Deficient (D) box if a condition exists that adversely and materially affects the performance of a system or component orconstitutes a hazard to life, limb or property as specified by the TREC Standards of Practice. General deficiencies include inoperability,material distress, water penetration, damage, deterioration, missing components, and unsuitable installation. Comments may be providedby the inspector whether or not an item is deemed deficient. The inspector is not required to prioritize or emphasize the importance ofone deficiency over another.Some items reported may be considered life-safety upgrades to the property. For more information, refer to Texas Real Estate ConsumerNotice Concerning Recognized Hazards or Deficiencies below.THIS PROPERTY INSPECTION IS NOT A TECHNICALLY EXHAUSTIVE INSPECTION OF THE STRUCTURE, SYSTEMS ORCOMPONENTS. The inspection may not reveal all deficiencies. A real estate inspection helps to reduce some of the risk involved inpurchasing a home, but it cannot eliminate these risks, nor can the inspection anticipate future events or changes in performance due tochanges in use or occupancy. It is recommended that you obtain as much information as is available about this property, including anysellers disclosures, previous inspection reports, engineering reports, building/remodeling permits, and reports performed for or byrelocation companies, municipal inspection departments, lenders, insurers, and appraisers. You should also attempt to determine whetherrepairs, renovation, remodeling, additions, or other such activities have taken place at this property. It is not the inspector's responsibilityto confirm that information obtained from these sources is complete or accurate or that this inspection is consistent with the opinionsexpressed in previous or future reports.

ITEMS IDENTIFIED IN THE REPORT DO NOT OBLIGATE ANY PARTY TO MAKE REPAIRS OR TAKE OTHER ACTIONS,NOR IS THE PURCHASER REQUIRED TO REQUEST THAT THE SELLER TAKE ANY ACTION. When a deficiency is reported,it is the client's responsibility to obtain further evaluations and/or cost estimates from qualified service professionals. Any suchfollow-up should take place prior to the expiration of any time limitations such as option periods.Evaluations by qualified tradesmen may lead to the discovery of additional deficiencies which may involve additional repair costs.Failure to address deficiencies or comments noted in this report may lead to further damage of the structure or systems and add to theoriginal repair costs. The inspector is not required to provide follow-up services to verify that proper repairs have been made.Property conditions change with time and use. For example, mechanical devices can fail at any time, plumbing gaskets and seals maycrack if the appliance or plumbing fixture is not used often, roof leaks can occur at any time regardless of the apparent condition of theroof, and the performance of the structure and the systems may change due to changes in use or occupancy, effects of weather, etc.These changes or repairs made to the structure after the inspection may render information contained herein obsolete or invalid.

This report is provided for the specific benefit of the client named above and is based on observations at the time of the inspection.

Mr. also signed a pre-inspection agreement in which he agreed to contact me regarding any deficiencies found prior to filing complaints or seeking litigation. I can only suggest that Mr. failed to follow up on the items found during the inspection prior to purchasing the house. He has also failed to comply with the terms of our agreement concerning the inspection. However, because my policy is to assist my clients as much as I am allowed, and because Mr. Sister and Father are also clients, I am still willing to assist him with the problems and concerns he is having. I will not make repairs to his house because of my restraints from the Texas Real Estate Commission, nor will I pay for his repairs because I am not responsible for them, but I can recommend qualified contractors to assist him with repairs and can do so at an affordable rate.
