Burrtec Waste industries in conjunction with the city of Barstow forces residents selling their home to maintain and pay for trash service even if they are no longer residing in the residenceBurrtec Waste is the franchise hauler for the city of BarstowWe are required to follow all city regulations regarding trash serviceWithin the city limits trash service is mandatoryIf a property is vacant, it is the owners responsibility to prove that the property is vacantIf it is proven that the property is vacant for the previous billing cycle (two months), then a credit is appliedIf a property is vacant for months or longer the owner may apply for an exemption that would last year and then the owner would once again prove that it is still vacant and another exemption would be issuedI have copied the code for your reference. City of Barstow municipal code Chapter 6.20, Section 6.20.330 states: Notwithstanding the foregoing, an owner of vacant property which does not generate any solid waste may request an exemption from the mandatory service requirement of Section for the period of time the property is vacant, pursuant to the procedure set forth in subsection (i-iii) below. For the purposes of this subsection, "vacant property" means any property that is (a) undeveloped, or (b) unoccupied by any person for a period of at least days preceding the request for exemption Unauthorized occupancy is not sufficient to relieve the property owner from the mandatory service requirementi. An owner seeking an exemption for vacant property shall submit a written request, under penalty of perjury, for the exemption to the city manager or his or her designee. No request for an exemption shall be granted for any vacancy which occurred more than one year from the date of the exemption request. The owner of the property shall have the burden of demonstrating with sufficient evidence that the property is a "vacant property." Examples of proof include, but are not limited to, a copy of the utility or water bill showing that the property has used less than kw hours of electricity or less than CCF of water during the period for which an exemption is sought, or other proof of vacancy as the city manager may require. ii. If the exemption is granted, the city manager or designee shall provide written notice to both the owner and the city's authorized collector, which shall state that the exemption shall only be effective for the period of time for which the vacancy is establishediii. An exemption may be granted for a maximum period of one year upon proof that the property has been a vacant property for a period of months preceding the date of request.
