I have reviewed the response made by the business in reference to complaint ID ***, and find that this resolution is satisfactory to meJust wanted to add a little note that it was charted on their part that they transferred me to the ambulance with a help of a "COT", but it wasn't mentioned on their part where that cot was placedIt was waiting for me on my driveway, and I had to walk from my bedroom to my dining space, then through my living room to my long front porch, then to my drive way to finally reach to the "COT", and that was pretty painful for my part, specially with severe cramp and pain on my leg

In reviewing the complaint, Ms. [redacted] states she woke up with severe leg pain with shortness of breath and that with her training as a nurse, she realized that these could be symptoms of a blood clot which could “dislodge to my lung and can be deadly.”  She further states that the TRAA medics...

responding did not touch her, only asked her a couple of questions then told her to walk to the ambulance.  She also expresses concern in that she says the personnel only checked her pulse oximetry levels and blood pressure enroute to the hospital.  Her complaint seems to partially be that she feels the charge to be excessive for her “5-7 minute drive” from her home.   As far as her assessment of her symptoms, we concur that they could be consistent with a blood clot and that blood clots can have serious implications should they dislodge.  I reviewing the written care record completed by the medics, the medics did document normal vital signs as well as normal pulse oximetry readings with normal unlabored breathing.  All assessments were appropriate for her described symptoms, however, due to HIPAA privacy regulations, specifics will not be released without a signed HIPAA release provided to TRAA.    With the symptomology described by Ms. [redacted], there were no treatments necessary during the transportation segment of this transport other than “monitoring” her condition for additional or worsening complaints.  The transport was reasonable in that had complications occurred, medics were available to treat any life threatening conditions.   There does seem to be a discrepancy between her complaint though and the care record written by the medics.  In Ms. [redacted]’s complaint, she states that the medics made her walk to the ambulance, whereas, the care record states “patient is transferred to cot for transport to ambulance.  This appears to be two different or slightly different versions of the events of that call.   TRAA is a governmental agency and as such is not-for-profit.  We were created by the Fort Wayne city council. The ordinance created TRAA requires that TRAA operate free for the tax subsidy and must use fees for service as our sole financing. That’s same ordinance gives the TRAA Board of Directors the authority to set rates that allow for self-sufficiency to occur. TRAA has two rates for transportation charges, these being a base charge and the mileage rate. The base rate charge is a charge for all calls and the only variable is the loaded mileage charge which is for the miles from the point of pick up to the destination. TRAA must maintain adequate resources at all times of the day to be able to respond to emergencies when the call comes in. This creates a “readiness cost” that must be covered by transportation charges in addition to the time and items used in any specific transport.  In reviewing the charges for this call, the patient was charged the normal base rate for an emergency call just as any other patient with the appropriate mileage.   Overall, from our investigation the call seems will follow normal medical protocol and the personnel we’re not delinquent with any care provided. However, because of the disparities in the stories of exactly when the cot was used, I am willing to settle this account for 50% of the outstanding balance as of this email, the current outstanding balance is $1177.55 and the 50% offer would be for $588.77.   I hope this resolves this matter and believe we are meeting the patient halfway. The patient requested TRAA to perform a service, we performed the service, and not until after the bill was received was a complaint filed.
