I had the opportunity to look into this matter today, which allows me to provide some of the information the customer is requestingFirst of all, we do not issue titles- this is done by the StateShe will be receiving her title from themWe register the vehicle with the county, pay the
appropriate taxes, license and registration that have been collected and do this at the court house or an authorized sub-stationBy law, we are required to do this within working days from the date of purchaseWe also submit an 'application' for a Texas titleThis is required for titling purposesIt's an application for the State to process the title from one person to anotherWe do not have anything to do with how long it takes for them to process this and mail the new title to the consumer Our records indicate that this was done on 5/12/2016- within the allowed working days of purchase and in fact, working days after the purchaseThe reason we took days was that the customer issued a personal or business check, which was deposited on 5/and we waited for the check to clearThis is standard operating procedures to insure proper registration and titling based on the funds being availableAfter checking with our business office today, we are in possession of the license plates and registration of the vehicle, which we will be contacting for piand signature at the location of purchaseAfter reviewing the complaint, I think it was just a matter of a lack of communication by the business office at that location, letting the consumer know specifically where the title would be coming from (State of Texas DMV) and what we would be doing to get the process startedI appreciate the letter and the opportunity to address thisI will relay this information to our business manager at the location she purchased the vehicle at to insure our future customers know the time frame to process the registration and titling and what/when to expect these items in a better manner. I'm sorry that they did not answer these questions and communicate betterThank you again for allowing me to look into this matter and address it

I am rejecting this response because:I contacted the DMV and the Bexar County Tax Assessor Collector's office and neither of them have any record of any paperwork moving the process forwardI am quite aware that the state issues the title! But if the state has no paperwork to start the process then they obviously cannot issue a titleAt this point the VIN is still in the name of the previous owner and their lien holderIf any paperwork had been submitted they would show it in their system. Also, we were told three different times by three different people that the plates would be mailed to usNow they have miraculously appeared in the business office but we still haven't received a call to pick them up.This business is obviously extremely disorganized and once the sale is in place there's an obvious disregard for following up on customer satisfactionThat's fine, just give me the title, lose the condescending attitude and we'll be happy to never contact Worldcar Kia again
