This could be many issues, from service to billing. I had a knock on my door a few months ago from one of the gentlemen at BVWA telling me that they saw on their meter that I had used enough water to fill an olympic sized swimming pool. I am a 77 year old widow, live alone, wash laundry once a week. My yard had absolutely no water laying in it, road no water, driveway no water, basement absolutely no water leaking in it. where is this pool of water? I hear nothing running in the home or outside. No leak heard. I was told to shut the water off and have someone fix it. Well, again, here I am 77, diabetic, COPD sufferer (never smoked a day), heart stints and without water; told to get it fixed myself on a fixed income. I had my children come look at it and do what they could to try to find a leek. Well, my 2 sons being somewhat familiar with waterlines and such; dug up the dirt; no leeks in the lines going into my home; dug up the meter area and found a tiny leek near the "valve" of the metered area of the box where the BVWA put the lines in years ago. My sons replaced it and I called the supervisor with BVWA on duty and he told my son to go ahead and turn the water on himself instead of him running out and doing it. I am being charged over $1000 for water that I DID NOT use and water that I did not cause to leek. I did send a notarized letter asking to be forgiven for the leek that I did not cause that was not my neglect or ignorance only to be continuously billed. I am paying $50 a month for this bill which is taking away other things on my budget of only Social Security along with getting the normal 3 monthly bills of the normal fees over the 1000 already stacked on with late fees. I will never get this paid and it was not my fault. I do not feel this is my fault and do not feel I should be held accountable. I could see if I ran over the valve they put on the meter originally or if I turned a faucet on and let it run, but I did not. and if it was enough to fill an olympic pool where did this go?

Dear ***,

In response to your request for information relative to the water service line leak at ***'s residence I have attached copies of sections of our Rules and Regulations. Bear Valley, Franklin County, Pennsylvania Joint Authority (BVFCPJA) is a public water provider for Hamilton Township, St. Thomas Township and Peters Township in south-central Pennsylvania.

*** had a leak in her water line that was discovered by a BVFCPJA employee while doing leak detection work on our water mains. She was immediately notified of the leak and the importance of making a speedy repair. In addition to turning her water off our employee informed *** that she could apply for a leak adjustment by contacting our office. ***'s quarterly bill (1st quarter 2019) amounted to $5,046.71. BVFCPJA adjusted this bill (as per our Rules and Regulations) to $ 1,059.73 (adjustment letter attached).

We offered *** our standard payment program to assist with payment of this bill; however, she would not sign the agreement. To date her bill is $1,012.25.

Dear ***,

Regular minimum charges to our residential customers for 2019 was $42 per month. This increased to $44.00 per month on January 1, 2020 (rate sheet attached). It doesn't make much sense that we would only charge $40.00 a month to *** who owes almost $1,000.00 on her water bill when the minimum monthly charge for service alone was $42.00 per month. A $50.00 per month payment on a $42.00 cost means she was paying $8.00 on the balance of the bill, providing that the minimum gallonage is not exceeded.

*** can come into our office next week to complete a Payment Plan. We are open Monday through Thursday, 8:00 AM to 4:00 PM. Based on her current amount due the first payment is $341.20. (I have attached a blank copy of the agreement to this letter.)

If *** does not follow our policy we will be forced to discontinue service until this overdue balance is paid. We originally requested that the full amount be paid by May 2, 2019, over 8 months ago.

I am rejecting this response because: I wanted my questions answered. Why is the meter in the PIT my responsibility whenever it is in the paper work that I am not responsible for that area? WHERE did the water go? How can an amount to fill an Olympic pool disappear in 1 day? I DO have a verbal contract and a texted MESSAGE written by your secretary that I CAN pay $50 a month on my daughters phone- that will stand up as a written agreement
I DO NOT know who you are but I do know Mr. Harold Y and he is NOT this hateful with people. Please share all our correspondence with the BOARD I would like my original questions answered verses all your threats and hatefulness as well a saying things that are not true. I am trying to be human with this and you are being down right rude. We all live in the same area there is not need for this hate.
