B&F Construction

I hired B&F Construction AKA [redacted] to prep and paint our house and garage, replace some siding, hang some drywall, and finish the drywall for us to paint later. The contracted price was for $1350. I gave him $1000 down. I bought the paint. The contract I signed says he will pressure wash the house and garage and "sand all needed section prep for paint". He still has not finished mudding and sandng the drywall he hung to make it ready for painting. The house has been painted. Unfortunately, after I paid him $500 more dollars. He said said there was an extra fee of $150 (not on contract) for the exra work it took. Now he has not returned to finish the job. Also, my main cimplaint is that he pressure washed everything, but did not sand or scrape or prep anything. He just painted over everything the pressure washer missed. So anywhere the paint was cracking sticks out because he did not sand it at all. I was happy with the house the day he finished, it looked white. I look at it now, I see how much he missed and didn't paint at all. Though most of what he painted needs to be properly sanded and smoothed out before he repaints it. I would either like all of my money back, less $150 for the little bit of work that was properly done. I also need to get $217 back for new paint. He used 6 gallons to paint our house the first time, but it will need to be repainted after it is properly prepped. Since he shouold have done the prep anyways, I don't feel I should be stuck buying paint a second time. I sent him an email telling all this and I sent pictures of what I was referring to. He has not responded and has not been back to even finish finishing the drywall. It has been 9 days since he was here last. I last talked to him 6 days ago. PLease help!! I do not want to have to take him to court, but I do want my house finished properly. I paid to have it painted professionally, but didn't get it. Also, I still have all the spots on my lawn where he spilled paint.
