Review: I called Bi-counties to do a pool inspection prior to the purchase of my home at [redacted] I paid $150.00 for the pool inspection. My realtor let the representative in to perform the pool inspection September 5, 2013. I don't believe Bi-county pool service representative [redacted] was qualified to perform the inspection service. Several conditions were missed. The technician (Mr. [redacted] stated the pool lights weren't operable. He was wrong. Mr. [redacted] omitted from his report that a chlorinator system was inoperable. He noted he was unsure whether the Hayward Viper pool cleaner was working correctly. It wasn't. Just a few minutes of due diligence which is what I was paying a supposed professional pool company to inspect and in fact he could have made an accurate analysis. Additionally, Mr. [redacted] stated the Spa was not full and was not sure if there was a leak. If he would have taken the necessary time to run and engage all the equipment he would have came to the proper conclusion that a Jandy Valve had malfunctioned causing the spas water to back-siphon. The most horrific omission, however, was that Mr. Guzman failed to identify a hazardous condition. A high limit socket was leaking, the limit itself was missing and by-passed. Written reports by two other pool service technicians that I have had to come out subsequently to Mr. [redacted] and Bi-county pool service insoection will corroborate that this essential safety issue should not have been overlooked. Not identifying that the Viper Pool Cleaner and High-Limit wire and limit itself were missing and by passed on the Laars LX heater has cost me $4000.00 in replacement of both the cleaner and pool heater. The home warranty insurance denied my claim to pay for the costs for something Mr. [redacted] and Bi-County Pool Service is culpable for. Both Mr. [redacted] and the management of Bi-counties pools when notified were abrasive, rude and failed to offer any type of resolution or compensation.

The owner of Bi-county pool service contacted me. he offered a compromise solution that I accepted.

I am satisfied with our agreement and the resolution and rescind my complaint.

Review: In August of 2014 I completed a new pool construction. This pool included solar heating and a salt water system. The company that installed the pool noticed that one of the parts was not working properly and told me it was covered under warranty and that Bi County Pool Service was the listed company in my area to replace the part. While Bi County was working on my pool I spoke with them about taking care of it and contracting them to service the pool fully. This included cleaning the pool, inspecting the equipment and adding any necessary chemicals on a weekly basis. The pool was maintained the first month by the company that installed it and then once the water was regulated and everything was functioning normal for a salt water pool it was released to be maintained by Bi County Pool Service. The first time they came out a male arrived and went over everything with me and tested the water and made sure everything was fine. I was then told that a female would be coming every week thereafter to take care of the pool. I'm usually home when she would come but noticed that she did not spend much time on the pool and was generally gone in little to no time. When I received my first bill I noticed they were adding chlorine to the pool. This was not normal. A salt water pool produces its own natural chlorine. The only time you should add chlorine is in extremely low or high temps and if this is the case its a very minimal amount. I paid the bill and started keeping a closer eye on the pool service. I went out and introduced myself to the female just to make my presence known. I then received the next bill again with chlorine charges and we had noticed a very strong chemical smell coming from the pool that month. Today I went out to talk with the female while she was servicing the pool and she admitted that she knew very little about salt water pools. I told her I was going to call in to the office and I was not complaining about her I just needed someone that knew more about my system.Desired Settlement: When I called in and spoke to the owner, [redacted] and questioned the amount of chlorine she was adding weekly he became very defensive and said that even though he had taken care of pools for over 45 years that I knew more then him and that I could find someone else to take care of my pool and he was canceling my account and hung up on me. The water was tested by a third party and an extreme level of chlorine is present. I'm now paying to return the pool to a salt water state.

To begin, the first we were present at this address we were there to repair an under water light and water feature. We ordered the parts and repaired it under warranty. Ms. [redacted] wanted to he brought on service and for us to add the salt to the pool that the builder did not add. At the time we brought it on service the pool was already modeled and scaling. At one point during the middle of the start up that the builder was doing we were there for the warranty work and the water level was below the tile. It was exposing plaster on steps and drying out. We were contracted to clean the pool and maintain the chemicals. To the point of how much time the pool service person spent there is irrelevant. Different pools and depending on the time of year determines the amount of time it takes to take care of a pool. The pool was clean and the chemicals were balanced. These are the two things that matter. The pool service person does not know a lot about salt chlorine generators, but she does know how to adjust the chlorinator and check the chlorinator for service.

As far as the chlorine generator creating “natural chlorine”. This is false. A salt chlorine generator uses an electrolytic cell to send a mild current into the water to take the salt and create hypochlorous acid (liquid chlorine) and sodium hydroxide in equal parts. So in short the generator is creating liquid chlorine which is the same thing we added to the pool. A salt chlorine generator can not be used solely to maintain a swimming pool. You have to supplement with liquid chlorine when the chlorine levels are low. The pool service person arrived at the pool and tested the chemicals and the chlorine levels were a little low so she added one gallon of liquid chlorine to the pool. If you test the chemicals within a couple of days of adding you will get a high reading from the gallon of chlorine. Because we are only there once per week we have to make sure the levels stay up so there is no algae growth in the pool. So in short there is NO difference between a salt water poo1 and a chlorine pool. They are the same thing.

When Ms. [redacted] called to talk about the chemicals used in her pool she was very aggressive with the owner of the company. He did tell her that he has been doing this job for 45years. He tried to explain why we were using liquid chlorine but she did not want to listen to what he was saying. He then told her that we are not going to be able to make her happy and she should find her service somewhere else. He told her have a good day and good bye, then hung up the phone. I was here at the office when he talked to her and witnessed the conversation.
