There was again another e-mail sent on October 08, 2015 where theremainder of the refuse was picked up. This person has also called into our office, along to the City ofMckeesport on numerous occasions. The complaints were always taken seriously; the route supervisorand president of the company drove to the location and noted these things: There was a overwhelmingabout of construction material on the property including, a kitchen sink, countertops, cabinets, drywall,various wood paneling, and other building material that appeared to be from a remodel. We can nothaul any building material in our refuse collection trucks for two reasons; First, we are hauling“municipal waste”, which constitutes as waste products from household residents. Second, buildingmaterial has the potential to severely damage our refuse trucks internal compacting system.Secondly; We do not collect refuse collection fees from any resident in the City of Mckeesport.We are simply the contracted refuse collection agency. The residents pay the City of Mckeesportdirectly for their garbage collection. As far as the “stealing” claim and the threats to try andprosecute for theft of services, those are completely unfounded.Per Pa C.S. Title 18§ 3926. Theft of services.(a) Acquisition of services.--(1) A person is guilty of theft if he intentionally obtains services for himself or for anotherwhich he knows are available only for compensation, by deception or threat, by altering ortampering with the public utility meter or measuring device by which such services are deliveredor by causing or permitting such altering or tampering, by making or maintaining anyunauthorized connection, whether physically, electrically or inductively, to a distribution ortransmission line, by attaching or maintaining the attachment of any unauthorized device to anycable, wire or other component of an electric, telephone or cable television system or to atelevision receiving set connected to a cable television system, by making or maintaining anyunauthorized modification or alteration to any device installed by a cable television system, or byfalse token or other trick or artifice to avoid payment for the service.(1.1) A person is guilty of theft if he intentionally obtains or attempts to obtaintelecommunication service by the use of an unlawful telecommunication device or without theconsent of the telecommunication service provider.(3) A person is not guilty of theft of cable television service under this section whosubscribes to and receives service through an authorized connection of a television receiving setat his dwelling and, within his dwelling, makes an unauthorized connection of an additionaltelevision receiving set or sets or audio system which receives only basic cable television serviceobtained through such authorized connection.• Page 2 October 15, 2015(4) Where compensation for service is ordinarily paid immediately upon the rendering ofsuch service as in the case of hotels and restaurants, refusal to pay or absconding withoutpayment or offer to pay gives rise to a presumption that the service was obtained by deception asto intention to pay.Thirdly; The cardboard boxes are meant to be recycled in the City of Mckeesport. Cardboard cannot berecycled once it has become wet, therefore it needs to be bagged in an appropriate manner. We doacknowledge that it was an error in communication between the recycle and refuse drivers on thatroute. The recycle drivers had left if due to the fact that it was not considered recyclable goods becauseit was not properly packaged and was wet, the refuse drivers left it for the recycle truck as they werethinking that it was for them.And lastly, the mirror that was mentioned was leaning up against a fence, away from the roadway. Thegarbage collectors were unclear on if it was to be thrown out or not, so that was left until Stacy Berrymade follow up complaints and stated that the mirror was to be thrown out.

Review: This company refuses to pick up trash. No matter what it is their garbage man will not.pick it up. I have 2 properties on the area they serve. One property is a 2 unit so I pay double for trash pick up. The other is a single unit which there is no garbage. However for my property that is the 2 unit, no matter what I put out they have a reason why they won't take it. For the past 6 weeks, the garbage guy has let cardboard boxes, recyclable, there. I purchased this property in July 2015 and so far probably called this company over 10 times. I have email pictures of the trash and spoke with a rep of Bigs just Wednesday October 7, 2015 and he advised me that drop ceiling was building materials and I needed to move everything away from that and his guy would pick up the garbage. So I placed the garbage bags seperate, removed the ceiling tile, removed the paneling, placed a dresser mirror seperate, and left the cardboard boxes that been there for 5 weeks. So October 8, 2015 I returned to the property and guess what? Mirror still herected along with the cardboard boxes. Yes the cardboard boxes? On October 7, 2015 I email pictures of the nice clean separate garbage so that Bigs customers service could see the great work I done so his garbage man could pick up the trash. Now I just sent another email showing what the garbage man left. I own property all over the city and this is the worse company I had to deal with. They worked out a perfect deal with mckeesport borough to have mckeesport collect their fees for every property in the area regardless if the property is being used or not. No matter what they get paid for non service and if you call them the only say we can't take that.

This company is stealing. Maybe their lawyer can let them know what theft of services mean. Because that just what their doing

Maybe the garbage guy is just made because I keep calling in. Who really knows, all I know is that my garbage is not getting picked up.Desired Settlement: Garbage picked up, a company list of things they won't take. Their bulk pick up schedule. Their recyclable schedule. A new garbage man.
