provide them with the highest degree of dental care and the best possible service. We pride ourselves on our reputation in the Sacramento community, and amongst the region’s practitioners. We have never engaged, nor would we ever engage, in “deceptive” or “retaliatory” billing. We do not take the complainant’s serious allegations lightly.  Here, the complainant was, both in writing and by telephone, provided with complete billing information. She was apprised that our office operates on a fee-for-service basis and that we do not contract discounted fees with any insurance providers. She was fully informed, again in writing and by telephone, that she would be personally responsible for paying any portion of our fees that were not covered by her insurance policy. We have issued the complainant a formal apology in writing. Review: In late January 2015 I was referred to Dr. [redacted] by a friend. I was seeking a second opinion about a dental issue because I didn't want to undergo an unnecessary procedure and the quote at another dentist seemed high. The previous dentist recommended that I go to a specialist to save my tooth, and I didnt want to pay for the extra bills if the tooth was beyond saving. I talked to Dr. [redacted]s financial person, [redacted], and explained that I was seeking a second opinion and that I wanted to minimize costs. They would not quote a price but said that I could schedule an appointment for a basic preventive exam checkup. I asked if everything was covered and I was told that it would be. I asked them to call my insurance prior to confirm. At no point did they mention that this office was fee-for-service or that my insurance would only cover part of the cost.On 10 February 2015, my husband and I met for the dentist appointment. Prior to the appointment, I asked the receptionist if they had called my insurance. I was told that my insurance covered the visit. I also asked Dr. [redacted] if the x-rays were covered and he said yes, as long as you only get them every five years. This was a basic exam with a quick look and x-rays. For two exams we were out in about an hour. After the exam, I asked for a quote for my follow up dental work on my teeth. The price was by far above the other quote I got from the previous dentist, so I canceled my follow-up appointment immediately afterwards.On 1 April 2015, I received a bill for nearly $280. The bill included two office visits and two sets of x-rays. This was 51 days after the initial appointment. If I would have had the follow up procedures I could have ended up with a bill for thousands of dollars. On 10 April 2015 , I spoke with Dr. [redacted]s financial person- [redacted]- to see if the dental office made a financial mistake. I explained to her that I got a bill for a preventative care visit and that based on our prior conversations I was expecting my insurance to full cover the visit. She said that my insurance did not cover everything because it was out of network. I explained that I asked beforehand and was told I was covered. She told me that it was impossible, because they are a fee-for-service clinic. I explained that I had never been told it was fee-for-service clinic. She then said that I must have a reoccurring problem with dentists since I initially came seeking a second opinion. She stated that I had "bad insurance". I explained that I only changed dentists because I was seeking the best deal possible and that I went back to the other dentist, because he was in my network. I then explained that I was very upset for being charged, because I asked all these questions prior to the appointment and was assured that everything would be covered. [redacted] said she would talk to Dr. [redacted] about seeing if he would be up for giving me some type of discount on the bill. She told me she would talk to Dr. [redacted] on Tuesday 14 April and call me back. I did not receive a call on Tuesday 14 April 2015. I called the insurance company to check if the billing was a mistake. The insurance representative said that the price was correct, because it was out of network. On 16 April 2015 at 2:30pm, I called [redacted] to see if she had gotten a response back from Dr. [redacted]. She told me that she wrote me a letter and I could read the response when it came in the mail. When I asked her what it said, she refused to respond, saying that I had to wait for the letter to arrive. When I asked why she couldnt explain further, she said she was busy and had to leave. When I asked if I could call back later, she said she was too busy to deal with the situation. The letter said that I had to pay the full price, but had the option of a payment plan. I received this letter a full week after calling Dr. [redacted]'s office seeking to discuss the charges. They did not call back, were not responsive and were dismissive of my questions.My problem is that they misrepresented their business initially by not stating it was a fee-for-service. This businesses was evasive about pricing, insurance coverage, and avoided discussing billing issues respectfully. They assured me that my insurance would cover the visit. I trusted in the dental office to have the integrity to say if it was fully covered or partially covered, I guess I should have known better. I am very thorough and have a preset flexible spending plan in place and I did not want to exceed the money I set aside for this procedure. I understand that a billing cycle may go long but 51 days seems excessive. It seems like theyre engaging in retaliatory billing because I canceled my follow-up appointment. They did not follow up with me and immediately became defensive and combative when I asked them questions. Financially I am able to take care of the charges but it is a very large unexpected expense.Desired Settlement: I'm seeking a full refund. I want a formal complain lodged so that other people are protected from their deceptive business billing.
