Bio-Clean Professional Carpet

Review: I contacted [redacted] with Bio Clean (or Philadelphia Mold Testing) for help with mold problem in my apartment. He showed up, looked around, and wrote up a very undetailed and rather bland report for me to give to my landlord. He was supposed to take samples, run tests, and then finish the report and email me the results. He then asked me for $132.00 for his "services" of observing my apartment. Thinking this was in contemplation of the formal report and apart of the consultation--since **. [redacted] told me that was what the money was for--I proceeded to get my credit card. **. [redacted] originally told me he accepted credit card, and then asked for cash or check. I wrote a check (so as to keep some tab on this money) and **. [redacted] cashed it, and never heard from him since. I never received this promised report nor did I get anything for my money. After calling him numerous times, he fell off the grid. I one day sporadically got a hold of him. After arguing for several minutes he agreed to give me a refund. He promised it in the mail within 30 days (ending July 17, 2013) and sent me an email. He said in this email after check is received "this concludes any and all business." I never got a check. I called **. [redacted] and he said call him back in two days. He has now disappeared once again. (I gave [redacted]'s address that was written on the yellow sheet he gave me with little to no information on it, but Philadelphia Mold Testing is listed online at [redacted])Desired Settlement: I want my promised check of $132.50 for **. [redacted]'s unjust enrichment.
