I had a very minimal past due balance and made a payment less then 30 days ago they decided to cut my water off at 9 am this morning. Returned and called in by 10 am to discuss my situation and make payment. I asked them to wave that disconnection fee which they denied. I tried to explain its not even been 30 days and I had lost my job due to covid 19. I asked to put that fee towards my bill and they laughed. I said fine ok I'll pay my bill as processed my card before asking if I wanted to pay in full or past due balance. So she took my option away for clearing my balance in full without getting double charged. Oh it's all subject to who they disconnect. They have a 100 deposit of mine. Manager said it's because I'm a renter and that's what they like to do. Home owners don't have this problem. Crew goes to lunch at 11:15 am and I don't get my water back until after lunch. This isn't the first time they have done this over a 30 balance and charged 35 reconnect fee. I would get home after hours from work and go the whole night with two children and no water. They send no emails or even try and make a call. They do not care one bit about the community and definitely plot out whose money they can take each day. Make sure if you are a renter that if you have any past due balance have it paid by the fifth of each month to avoid this scam basically. Yeah they was a little tiny balance, and my fees they charged was more then the balance. Total rip off. Oh my water bills outrageous like a 100 a month! Hence why there was a slight balance. I swear they are scamming. I've lived in this house for two years I think they have scammed me 5 times!!! Oh the don't warn people when they are working on water lines and sending you rusty water. They don't communicate for anything.

Desired Outcome

Billing Adjustment Communication with the community before they come and cut people water off for a whole day where family's are not able to shower or cook dinners. Also tell families when they are working on water lines before they shut off their water and warn us that there will be rust in the water. Send out emails or texts to let them know if a situation and stop praying on renters in the area. Handle complaints properly and don't put people on speaker phones for the whole office to hear.

Per Bloomingdale Utility District policy, renters are subject to disconnect 5 days after their due date. For Ms. that is the 10th of every month since her bill is due on the 5th. Also, per our policy, the past due amount must be at least $50.00 past due. Ms. was $111.44 past due - not $30.00 as she stated. She also stated that her bill is always over $100.00 which is also incorrect. Her AVERAGE bill for the past year is approximately $45.00 - $50.00.
We do not waive reconnect fees. Ms. last paid on 7-14-2020 which was 34 days previously, not less than 30 days as she stated.
No one - I repeat - no one laughed at Ms.. She talked to our General Manager on the speaker phone with someone in his office so there is a witness to the conversation.
Ms. was asked if she wanted to pay the whole bill or the past due. She was given the option. She said to pay whatever to get the water back on. After the payment was processed, she said to pay it all. Bloomingdale Utility has a 3rd party processor and there is a fee for card use. She would have been charged another processing fee for a second transaction. We have no control over that.
Bloomingdale policy is that reconnects are done between the hours of 12:00 p.m. and 3:00 p.m. Our men go to lunch at 11:30 unless there is an emergency. They do reconnects right after lunch.
We have 5000 customers on our system and it is their responsibility to make sure their bills are paid each month - not ours. There is also a paragraph at the top of our service agreement (attached) which states: RENTAL PROPERTY BILLS MUST BE PAID NO LATER THAN 5 DAYS AFTER DUE DATE OR SERVICE MAY BE DISCONNECTED. YOU WILL NOT RECEIVE A DISCONNECT NOTICE. This is highlighted in yellow and the customer initials that they read it. So, basically, we are telling you when you will be disconnected for non-payment. We handle renters differently because so many of them leave owing huge bills. Most of the time, the $100.00 deposit does not cover their bill.
We do try to let customers know when we will work on lines. It is usually an emergency and we don't have time to call them. If we do know ahead of time, we will try to contact them if possible.
One statement Ms. made is true - this was her 5th time being disconnected for non-payment.
We have no way of knowing who lost their job if we are not contacted. We worked with several customers during the peak of COVID-19 because they contacted us to let us know. Attached is the copy of the service agreement Ms. signed and a copy of her history for the past year.
