Bolling's Construction Reviews (1)

Review: The Contractor who built my home attempted to come back and fix issues with the foundation, that according to other contractors who inspected the problem, should have never happened. In the process of "fixing" the issue of holes in my foundation which allowed water to rush into my crawl space and settle(8 and 1/2 inches) the contractor completely ruined the grass around the house. His attempt to fix the grass issue is a joke. Not enough seed or straw was put down to fix anything that he completely tore up. I am also in the process of having another licensed contractor inspect what was done to the house. With past issues from the beginning of construction and his complete inability to even properly seed a yard, I am worried that the next inspection will uncover more wrong doing.Desired Settlement: My desired outcome would be that the contractor pays for anything the second inspection may charge and he delivers enough grass seed and straw to properly fix the yard. I would like to personally put down the seed, based off of the complete lack of effort shown to do this previously. Also if the next inspection finds wrong doing, Bolling Construction should pay for any repairs.

Response:

2 years after the home was completed the owner called me with a problem of water inside his foundation. I came out and looked at the problem and agreed to have my men fix. I send equiptment and men over, uncovered the rear and side of the foundation and found what we believed to be the problem mede necessary corrections graded all areas we disturbed seeded and put down straw on those areas. Owner wanted me to haul in topsoil and regrade and rework entire rear yard which we will not do. Owner looked at and walked around this lot before he purchased and we began const in October of 2013 He also was present all during const. Home was completed in May of 2014 and final payment was made with no problems at that time. We have completed work on foundation and we did reseed and straw areas that we disturbed and we are through. I do not intend to haul in dirt and regrade. I was graded correctly the first time to keep rain flow from above properties away from the house.

I have reviewed the response offer made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint. For your reference, details of the offer I reviewed appear below.

I asked to have top soil put down to have the entire property become graded correctly, not just around the house, which other contractors who have inspected the home noted should have been the first thing done. This was denied and I accepted that and did not ask again. The complaint is simply about the fact that seeding and strawing the ground was not done correctly and that it is unclear that what was done to the homes foundation actually worked let alone is up to any code. Contractor refused to give a detailed list of what was done to the home. Simply quoted "seeded and put down straw". This does not mean that he put down straw or seed over all the ground that was "disturbed", or that what he actually did do is enough to fix anything. Half a 25 pound bag of seed is not enough to cover the side yard of my house that he "disturbed", but he attempted to cover all the "disturbed" yard with this amount. The issues can be fixed by simply having him deliver the proper amount of seed and straw to cover all "disturbed" areas and if the next inspection discovers wrong doing he should be liable for all charges. I would also like to get the detailed list of what was done to the home that he has refused to give.

As to what work was done at home:We uncovered the upper side and rear of foundation. 2 problems were found: 1. In 3 places we found small cracks in the motar joints which were letting water thru into crawl space. We filled these spots and applied foundation coating to seal., 2. The foundation drain was stopped up around the middle of the home and the end of the drain had gotten covered up. We installed a new piece of drain pipe and opened up the end of the pipe so water could escape. We also connected a piece of pipe to the rear downspout to deep rainwater away from foundation. After repairs were make we backfilled foundation and were going to hand rake ground and sow, but Mr. [redacted] wanted to do final grading himself with a tool from his work. After he completed grading we applied approx 2/3 of a 50lb bag of grass seed over the disturbed areas and covered with straw. As for the grading, yard was graded correctly when we completed home. Water from the yards above do not run toward the foundation and grade around the house itself sloped away. Mr and Mrs [redacted] walked around that lot before any contract was signed to build a home and were at house several times during construction with no mention to me or anyone else about buying and hauling in any topsiol and at no time, before, during, or after construction did Bollings Const. agree to haul in any topsoil to that home.

First, the amount of seed and straw used was unacceptable. Second, I said I would help to rake the ground because simply "hand raking" the dry dirt and clay that is this yard would have done nothing. Third, the first time anyone has said anything about "final grading" was the contractor responding to my complaints about his mediocre attempt to finish the job here in this format. Fourth, I have pictures the document the entire job being done that show his half hearted attempts to do the task. I feel this whole situation has been handled unprofessionally and I would think someone who has been in business for as long as he has would have handled all of this in a better way.
