July 12, I have reviewed the correspondence forwarded to you by the complainant regarding her daughter’s attendance in the Veterinary Technology program at Bradford SchoolThe complainant’s daughter began the program on March 1, 2010. The program is a four-and-one-half semester
program. She was dismissed from the program due to academic failure on December 17, 2010. Her last date of attendance in the classroom was in the 7th week of semester on December 10, The daughter’s student account card is attached as Exhibit A. It contains semesters of detail which we have separated and noted in the right-hand margin. The tuition, lab fees, and book costs for semester are labeled “A1” and totaled $7,915. The Parent PLUS Loan which the complainant took to cover semester was $5,and is labeled “P1.” The tuition, lab fees, and book costs for semester are labeled “A2” and totaled $7,840. The Parent PLUS Loan which the complainant took to cover semester was $5,and is labeled “P2.” The tuition, lab fees, and book costs for semester are labeled “A3” and totaled $7,325. The Parent PLUS Loan which the complainant took to cover semester was $4,and is labeled “P3.” Bradford School is required to use USDepartment of Education refund procedures when a student receiving Title IV financial aid withdraws from school. Exhibit B is the Title IV Refund Table for the 3rd semester of her daughter’s program which began on October 25, 2010. On December 10, 2010, the student’s last date of attendance, Bradford School had earned 43.5% of the financial aid posted to her account for semester Exhibit C is the refund calculation used to determine the required refund of Title IV funds due to the student’s withdrawal. On page two of Exhibit C, step shows the breakdown of the Title IV aid according to the tables from Exhibit B. We were required to refund $4,of Title IV aid. Step of this Exhibit shows that $3,($+ $2,239) was refunded against the student’s Unsubsidized Student Stafford Loans and $was refunded against complainant’s Parent PLUS Loan. The order of refund of Title IV financial aid is determined under USDepartment of Education refund regulations (see Exhibit D, page two, Order of Refund). The total of these refunds was $4,139. They are noted on the bottom of the student’s account card (Exhibit A)Complainant’s assertion that she was charged for her daughter’s entire 18-month program (four-and-one-half semesters) up front is simply not true. She borrowed funds through the Parent PLUS Loan program to cover semesters through less the refund made to her Parent PLUS Loan per the refund calculations detailed aboveDennis BPresident
