upper end of the proposal to $2450. He didn't think that there should be a problem with that. We did the work. If we hadn't given the $2450 as the upper range, we would have invoiced closer to $3000. It was quite difficult. When we had the survey done we emailed it to [redacted]. They asked us to modify several parts of the survey, which we did. Then we were done.
