which is otherwise protected by the Family Education Rights and Privacy Act (FERPA). Although there was no release form enclosed with your letter, I should point out that most general-purpose forms are unlikely to contain the specific components FERPA requires in a release form.
I am enclosing a FERPA-compliant release form with which you can seek this authorization from the student if you want to have us respond in this particular situation. This release form is available on-line at [redacted].
Speaking generally, I can tell you that the University provides an internal procedure under which situations like the one you describe in your letter can be appealed. I cannot give you any specifics about how any particular appeal is resolved without a FERPA release. I can tell you that we have found that this appeal system can be effective at resolving a wide variety of student issues, including situations such as the one you describe.
