In 2013, I paid Brian Flynn $2,500 to conduct engineering evaluation of my house with report forthcoming. He came, took my money and promised my report in a few days. Months went by and I never received my report. He ignored my attorneys' calls and emails along with mine. After I served court papers on him and my case was scheduled with court I received some short report late evening the day before the court date. At that point, I had made clear to him that I would not expect my report and I wanted a refund. He ignored my several emails to him on that too. I took him to Court in an attempt to get my money back and even in Court he lied to me and gave me a bad check reassuring me that I could cash his check. His check bounced the next day I had to chase him again to get my money. Eventually, he told me to stay on the phone while he was transferring money from one account to another. After that I was able to get my refund less $500. I had to make numerous phone calls to no avail and his secretary told me that he would treat everybody like that. I apologized to his secretary for taking my anger on her and she told me that she along with other employees were being harassed and poorly mistreated too by not being paid on time and their paychecks would bounce and they had to chase their own salaries. Yet, nobody seemed to take any action to stop this Engineer exercising such unprofessional and illegal practice. It would do a lot of justice to the public if Brian Flynn's license is taken away so nobody sustains property damages including monetary fraud.

Review: On November [redacted], [redacted]visited my home to perform an engineering inspection and subsequent written report. He took photos and notes and promised the report on his findings within 1-2 weeks. Before he left, I gave him a check for the full cost of his services, which was $750. The check cleared the following day. Now, nearly two months later, he has not delivered the agreed upon report. He has ignored every phone call and email that myself and my attorney have made to his office. Furthermore, he ignored a certified letter I sent to him on December [redacted]in which I demanded repayment.Desired Settlement: [redacted]'s failure to deliver the engineering report I paid him to prepare forced me to pay another inspector to do the job. I require a refund to satisfy this complaint.

Review: Local Law 11 inspection report is a periodic 5 year inspection. Every 5 years we are required to submit an inspection to the Department of Buildings. The previous inspection was supposed to be submitted as of February **, 2012. Prior to the above date of submitting the inspection, Seven Hills Management, Inc. has paid [redacted] $5,000.00 for the Local Law 11 inspection. The $2,500.00 was for the Local Law 11 and the other $2,500.00 was for a water backflow permit. However, as of today, we have received several violations for the Local Law 11 inspection report, and about the water backflow, as of to date, he has never acquired the permit. In August 2012, we have received a rejection notice letter dated 08/**/2012 for the Local Law 11 inspection report. [redacted] had submitted the inspection report on April *, 2012 with a late submission and many errors. The report was rejected for the following reasons, "Incomplete or incorrect or missing information as per Rules RCNY 103-04 as follows:" On or about September 2012, [redacted] promised me to resubmit the report. However, we have received a letter dated April **, 2013 with a notice of violation. The violation is as follows, "You are hereby directed to remove this violation by submitting a Facade Inspection & Safety Program (FISP) technical report immediately to the Local Law Facade Unit and pay the outstanding "Late Filing" and "Failure to File" fees for the above address." Nevertheless, I have hired a lawyer, and now he does not cooperate with my lawyer as well. He said he had resubmitted the inspection report, but he did not give us any legal documents stamped by the Department of Buildings for the re-submission. The violation fines are $250.00 per month plus $1,000 on top of that for every 12 months. As of today, the fines are up to $5,000.00. Please let us know if you can help to stop such an irresponsible action against the business society. Thank you.Desired Settlement: Stop the development of wrongdoing action against customers within the business world in NYS if possible. That will be a great relief for thousands of customers who are suffering under irresponsible professionals. After all, the State should take away their licenses. Such actions against customers will be considered careless, psychopathic, or criminal. Therefore, all of the previous characteristic professionals should not have a second chance to create problems, violations and sufferings for the NYS society.

Review: I hired [redacted] to perform a survey on my home after hurricane Sandy. He arrived at the premises in January 2013, took notes and 750.00 dollars and promised me a report which has never arrived. I have called his secretary many times to no avail. He has done this before.Desired Settlement: I would like a complete refund of my money and the additional money spent hiring another engineer on an emergency basis to do the job.
