[redacted] purchased a dodge charger with miles from our dealership Kings County Chrysler Dodge Jeep Ram on 7-*-15, customer returned on 7-*-with a concern of vibration while braking at 75mphA technician test drove the vehicle at the speed limit in our county of Brooklyn NY of 50mph with no vibration felt while brakingtechnician then put the vehicle on a lift to visually inspect brake pads & rotorsFront & rear brake pads had a measurement of 10mm & 9mm, the rotors were in visually condition with no viewable burn marks or abwearIt was then decided to resurface the front & rear brake rotors as purely a customer satisfaction tool as no vibration was felt & no visible wear was shownCustomer then took the vehicle & did not mention any vibration until a recent visit on 10-**-for an oil changeA road test was suggested to be taken with service manager to verify any vibration concern that the customer is feeling, customers concern only happens over 75mph when the speed limit in our town is 50mph

[redacted] had his vehicle towed in on 11-**-at around 8amCustomers complaint was the vehicle would not turn off after the vehicle was towed for being illegally parkedUpon arrival of the vehicle, customer was informed of wires sticking out of the bottom driver side of the interior of the car near the PCM & was advised on diagnostic charges of $per hour (as posted in our facility) for time spent evaluating his vehicle if repairs were not covered under factory warranty due to outside influence such as physically broken partsCustomer was also advised due to the nature of the condition of his vehicle additional diagnostic fee's may be appliedAfter spending approximately hours on said vehicle technician found multiple fault codes in relation to tampering with PCM connectorsCustomer was advised technician found damaged PCM C& Cconnector locking levers which hold connectors to PCM in need of repairAfter approval for initial repairs of C& Cconnectors, technician found fault codes to no longer be active, but vehicle was still unable to turn offCluster was displaying to shift vehicle to park, to turn vehicle off while shifter was in park positionTechnician removed headliner to gain access to radio frequency hub, removed center console to gain access to shifter assembly harness, removed battery & battery tray to gain access to transmission harness for park neutral switchTechnician OHM out wiring circuit between radio frequency hub to shifter & to transmission range sensor, wiring all showed to be in good working conditionTechnician isolated incorrect signal from park micro switch internal in shifter, tech then removed shifter to find shifter damaged from forceful disengagement from park [redacted] was advised of the total repair estimate of $after taxes & gave his DOB as over the phone authorizationUpon arrival to pick vehicle up, customer stated to dealer that he will dispute charges on his credit card despite dealer not being the responsible party for the repairs that were requiredDealer requested payment of cash from customer due to the indication of dispute for rendered services which were authorized by [redacted] Tell us why here

I have reviewed the response made by the business in reference to complaint ID# ***, and have determined that my complaint has NOT been resolved because:
The answer provided by the dealer is untrue. Nothing was "sticking out" when I had the vehicle brought in. I was told that the diagnostic charge for a non-warranty issue would be $280. After four hours, the person who checked my car in called me and told me that his tech still can't figure out what's wrong, but if I wanted him to continue working on the car, the charge would go up to $980. When I asked why there was such a steep increase, I was told that it's due to the fact that the tech is spending a very long time working on the car and doesn't know when he will be able to figure out what's wrongI was told that if I didn't agree with the charge, I could just pick up my car and leave. I advised them that this would be impossible - the car does not shut off, therefore I can't do anything with it and which is why I brought it to a repair facility bearing the name of the manufacturer. Nonetheless, I was told that unless I agreed to the increased charge, my car would not be worked on. I told the caller that I felt extorted by this tactic, but had no choice but to accept. Upon arrival to pick up the vehicle, I once again questioned the increase in the diagnostic fee. Once again, they did not provide an answer other than it took a "long time". I did NOT state that I would dispute the entire charge. I did state that I would consider disputing the part of the charge which was not explained to me if I was unsuccessful in recovering my costs from the responsible party. After paying the entire bill with my card and being told to wait for the car in the shop area, the service manager (Brian S***) came out to question why I was unhappy with their service. I explained the whole story to him, at which point he said "my guy worked on the car for a long time - I've got to get paid for that." He then offered me a refund, which I accepted. Once the money was put back on my card, he told his employee to put the car back on the lot and told me I could no longer have it unless I paid him in cash. If he is intimidated by having a credit card dispute, then why bother accepting cards at all? As far as I'm aware, cards don't simply reject payments anyway - they conduct their own investigation. If his folks did everything appropriately with regards to the transaction, he should have had nothing to worry about.

50mph with no vibration felt while braking.. technician then put the vehicle on a lift to visually inspect brake pads & rotors. Front & rear brake pads had a measurement of 10mm & 9mm, the rotors were in visually normal condition with no viewable burn marks or abnormal wear. It was then decided to resurface the front & rear brake rotors as purely a customer satisfaction tool as no vibration was felt & no visible wear was shown. Customer then took the vehicle & did not mention any vibration until a recent visit on 10-**-15 for an oil change. A road test was suggested to be taken with service manager to verify any vibration concern that the customer is feeling, customers concern only happens over 75mph when the speed limit in our town is 50mph.
