There was no deception, credit is not required to be pulled as part of a car dealan OFAC check is possible and could
have been done if requested
The customer signed the application as well as signed the actual reports

We collected $39.50 for new tags, the DMV charged transfer costs $2.00+$5.50
We owe the customer $32.00, but are actually refunding $34 because we didn't charge him for the transfer.
A copy of the check is included, as is the buyers order and the CVR bill for the customer from the DMV.
