Michael B***, our Licensed Customs Broker has been licensed since and been in the Port of Portland since the 1980's? He is well aware of requirements pertaining to international shipping and CBP (Customs & Border Protection) & PGA's (Participating Governing Agencies) clearance laws? Mr [redacted] is a "one time" shipper/importer moving from the UAE to the US? He has confused the facts and misunderstands who is charging the fees he disputes.Attached you will find both the invoice & email correspondence between BSI & Mr [redacted] throughout length of his import process? As I am sure the Revdex.com is aware, the CBP clearance process is highly regulated and the importation of personal affects comes with its own unique challenges in terms of additional exams / holds beyond BSI control? To avoid situations like this, BSI has a policy of stating our fees for service upfront as well as a list of potential/estimated fees? All of which were provided to Mr [redacted] (See Attached)? This is done so as to avoid invoice disputes and also as an attempt to "educate" the first time or new importer? We try to inform them of what hard costs are and what "potential uncontrollable" costs might be on the near horizon? Keep in mind that we (BSI) did not actually "ship" his goods? Mr [redacted] contacted the ocean carrier and arranged the booking, loading and shipping of the ocean container with the ocean carrier, Hapag Lloyd, directly? We merely arranged clearance through Customs upon arrival in the US and then the subsequent final delivery? Prior to the arrival of his goods we advised Mr [redacted] of potential costs associated with exams and suggested he budget an additional $over and above what was quoted for Clearance and Delivery (see attached)? It's because of our industry knowledge and experience that we have the forethought to warn a new/inexperienced importer to budget for said Customs Exams? There is no possible way to know for sure what costs will be incurred on any one import? Too many hands are involved in the process of importing just ocean container from overseas? Including, but not limited to: Longshoremen, Vessel Operators, Terminals, CBP, trucking companies, warehousemen, Customs Exam Sites, etc? We help manage and coordinate to the best of our ability? Unfortunately, in this case, Mr [redacted] 's household goods were detained for examination by CPB upon arrival in the US? I might add that anything arriving into the US from the Middle East undergoes extra scrutiny by CBP, his shipment was exported from the United Arab Emirates.The $he is speaking is being charged by the very Ocean Carrier he booked his ocean shipment with, Hapag Lloyd? We tried various times to explain this to him? We have nothing to do with the carrier he chose...he paid them directly and now they are charging him additional fees as related to the Customs Exam Mr [redacted] 's shipment underwent? I can assure you, looking at the correspondence between Mr [redacted] and Brownstone this shipment "cost" us more money in time than received in services billed.Additionally, the very charges he is disputing he sent a written guarantee to cover if we delivered before his carrier of choice sent the fees out? We have attached the email as well? Mr [redacted] is either confused or not being honest? It's hard for us to understand how someone can be advised there are going to be extra charges from the ocean carrier due to the delay caused by a Customs Exam then ask them to send a written guarantee to accept those overages, then once the goods are delivered, he disputes the fees? In good faith we arranged delivery on his written guarantee? If we had waited for the carrier to advise what the charges were going to total, the additional cost to him would have been at least $more? The carrier was not responding because they are based in Houston and this was at the time of their recent hurricane.Please feel free to reach back out with any further questions.?
