This writing is to document as very unpleasant and unprofessional experience with the property management company C-Choice Properties of Austin, Texas. We rented a house under their management at [redacted] in September 2012 with a six months lease that expired at the end of February 2013. Subsequent to our vacating the property on February 26, 2013 we cleaned the house thoroughly and had the carpets professionally cleaned. Some thirty days later we were advised by C-Choice, i.e. (owner/manager) that they were withholding our $250 pet deposit due to having to have the carpets cleaned, which had been done at our expense after move out. When we ask for a copy and confirmation of the invoice/bill that they paid for this additional cleaning we were sent a generic receipt form with hand written information that somewhat coincidentally was for exactly $250, the amount of our deposit. This receipt was not one which you would typically receive from an established company with company letterhead, etc. We secured the service providers name and telephone number on the handwritten receipt and upon contact with that owner of the carpet cleaning company. Here is the content of the email I sent (owner/manger of C-Choice Properties) .

“On April 10th, 2013 I spoke with (owner of carpet cleaning company used by C - Choice Properties) regarding his carpet cleaning service. He informed me that he charges ten to eleven cents per square foot to clean carpet and he doesn’t charge extra for excessive dog hair cleaning. When asked for an estimate for a 2600 sq. ft. to 2700 sq. ft. home (the approximate size of the rental home on [redacted]) with the same carpet layout as the rental home on [redacted], he quoted me an estimate of $125 to $150. When asked if he has his own personalized receipts he said that he did. When I told him that we were the tenants of the rental property at [redacted]. and that we had the carpets professionally cleaned he said he remembered the property. I told him we had the carpets professionally cleaned and he said he remembered that the carpets looked fine and there was only some dog hair around the baseboards downstairs. I then proceeded to tell him about the falsified carpet cleaning receipt with his name and number hand written in the amount of $250 forwarding to us from C-Choice Properties which just happened to be the same amount as our total pet deposit that we had to place on the rental property. I asked him to fax or email me a copy of the real receipt from him charging C-Choice Properties for the cleaning. He agreed to scan and email a copy of the receipt to me. I have sent (owner of carpet cleaning company used by C-Choice) reminders via email and voice mail and he is not responding or returning my calls. After hearing the entire story I’m sure he is isn’t responding because he doesn’t want to lose your (C-Choice) business.

As we discussed this past Monday, April 15th, we know that the $250 receipt that you have sent us has been falsified. We are willing to pay for the cleaning of the dog hair around the downstairs baseboards, but require the true receipt from (owner of carpet cleaning company used by C-Choice Properties) which should be under $100. I have enclosed the receipt from Hall Carpeting cleaning who cleaned the floors the day we moved out of the 6600 Convict Hill home. You can contact (our carpet cleaning owner) should you have any questions as his number is on the invoice. I spoke with (our carpet cleaning owner) on the evening of April 15th to tell him what happened and he was surprised to hear that there was a complaint regarding the dog hair since he felt that the floors were properly cleaned.

We expect to receive reimbursement for our pet deposit of $250 (minus the excessive dog hair cleaning only if you can produce the legitimate receipt showing the actual amount charged) for the rental property by Friday, April 26th, to avoid further action. If you should have any questions please contact us at ###-###-#### or ###-###-####. You can also contact (our carpet cleaning owner) at the number on the attached receipt.”

(Owner/manager of C-Choice Properties) response was to send us an email stating the receipt was not falsified and enclose a copy of the cancel check cashed for $435 which proved nothing because there was not any notations of any kind on the check that (owner of carpet cleaning company used by C-Choice Properties) cashed. We immediately notified the (owner/manager of C-Choice Properties) that this was not anyway any sort of proof that it cost $250 to clean dog hair downstairs in the rental house.

Numerous emails and phone calls with C-Choice management on this issue requesting resolution and a return of our deposit or a fair share of the actual cost of the cleaning have been unsuccessful and handled in a very unprofessional manner by the company management. This was just one example of the typical response and service by this management company. We had two other incidents for repair request during our time there for a faulty garage door opener issue and a defective GFI plug in the garage that we inquired about repeatedly and those were never addressed. Clearly this is a property management company that I would never want to have a business relationship with and would strongly recommend anyone to avoid any business arrangements that they were a part of. Hopefully this complaint will assist others and avoid someone else the unpleasant experience in doing any business associated with C- Choice Properties.

We have eliminated the names of owner/manager of C-Choice Properties and the owner of Carpet Cleaning Company as requested but will be happy to provide the names and contact numbers for everyone.Desired Settlement: Refund of our $250 pet deposit less the legitimate charge for cleaning dog hair around the baseboards located in the carpeted areas only downstairs (which is basically one room) which should be no more than $100.

We at C-Choice Properties take consumer complaints very seriously, first of all I would like to address consumer complaint # [redacted] we believe this information to be false.

This tenant received all of her deposit back - except for her pet deposit - which was used for excessive dog hair lefi in the carpets of the house. The new tenant whom moved into the house had made the claim, she said the carpets were filthy with dog hair, I personally visited the property and took photos.

I immediately called the carpet cleaner, had him rush to clean the carpets, because the new tenants refused to stay in the home with the carpets being so filthy of dog hair, in which the prior tenant failed to clean.

We will not be refunding her pet deposit and I will be glad to set up an appointment with the tenant who now resides in the home to verify the carpets being filled with dog hair. As it states in the lease the property must be returned in the same condition as move-in (minus normal wear and tear) clearly dog hair is not normal wear and tear....The $250 pet deposit was used for the cleaning of carpets and removal of dog hair in dining room, all stairs and living areas with same day fee charge.

I am rejecting this response because: The information in the business response is not valid with the true facts. The house was thoroughly vacuumed and professionally cleaned immediately after we moved. Any residue of dog hair would have be minimal if at all and clearly did not warrant additional cleaning, maybe a light vacuum at best. The primary issue with C-Choice's is the claim of a $250 cleaning bill, which by a strange coincidence just happened to be the exact amount of the pet deposit. When we ask for a verification of the bill by providing us the paid invoice from the cleaning company, we received a bogus handwritten generic receipt for $250 dollars. We contacted the carpet cleaning individual and they could not confirm the charges. The issue with C-Choice beyond the deposit is their incompetent, dishonest business practices. Clearly I would discourage anyone from engaging in any business dealings with this company for any reason.
