C & W Towing

My brothers car was parked in our apartment parking lot. We do have to pay for parking spots if we do not want to park on the street, but he had parked in this spot before because it was not in use and no one had ever called to complain. Yesterday, someone called and complained and the landlord called to have it towed. The car was ticketed $25 by an officer(which is understandable). The tow truck came and my brother called the landlord to tell him it was his car. The landlord said that as long as he moved it to the street he wouldn't have it towed. The tow company never moved the car from the spot, never even put the car on the flatbed, nothing. They said we still had to give them $150 for coming out or they would tow the vehicle, even after the landlord said he no longer needed it towed. My brother offered to pay for the gas it took for them to come out, but they refused and said they wanted the $150. (The man who came to tow the car said the original tow was $220, and he had been on the phone with someone at the office discussing back and forth what to charge us for not having it towed ) We paid cash and told the man we wanted a receipt for proof of payment, he said he didn't have receipts so we would have to drive to the tow lot and someone would write one. We drove to the lot with much difficulty finding it(as there were no signs), and walked into a garage with a small room to the right, which did not seem like a professional setting of any sort. A man wrote us a receipt and when we asked for his boss's name and phone number to dispute this he gave us the business card. The business card did not have his boss's name on it so we asked for it. The man in the office said to just call the number and see if the "boss" was working. We continued to ask him who we ask for when we call and he refused to give us his boss's name. He also failed to give us his boss's working hours, so we would have to just call until the mysterious "boss" was working. Also, this man told us the original cost for the tow was $185, different than what the other man had said to us.
