The Camino Real Regional Utility Authority (The Water Utility) performs its business under the guidance of a BoardThe unfortunate situation of this customer applies to all landlords without exceptionAccounts with balances due left by tenants, need to be paid in order to
re-establish service to the propertyThe landlord of the property will need to pay the balance due so the new tenant can request the serviceLandlords can remedy this problem if they submit an affidavit/contract to the Water Coto release them for balances due left by tenants before tenants request new service

It is the responsibility of the property owner to ensure the water service is paid unless the landlord files the affidavit that releases landlords from balances left by tenants. The water company doesn't know about agreements between tenants and landlords.
