file against Capitol Tax Collection Bureau on ID ***.Capital Tax Collection Bureau sent Mr*** *** notices to file his local earned income tax return prior to filind the citation on 9/13/for failure to file the local earned income tax return by 4/15/The first notice *as sent January 4, and due by April 15, Upon not recieving the local earned income tax return a second tax return *as mailed on March 1, The local earned income tax return *as still not recievedOn May 31, 2017, a 3rd local earned income tax return *as sent to Mr*** to fileThe above mentioned notices *ere sent to Mr*** at the address of *** *** *** *** ** ***e did not recieve the notices back from the postal services as undeliverable or unable to for*ard*e also did not recieve a ne* mailing address from the postal service therefore *e had to assume the *** *** *as still a good mailing address for Mr***Since neither the postal service nor Mr*** gave Capital Tax a ne* address *e continued *ith our delinquent procedure to obtain a delinquent local earned income tax returnOn 9/13/a non-traffic citation *as issued to MDJ Fro*nfelter in the name of *** *** for failure to file the local earned income tax return.The local tax return is mailed *ith instructionsThe instructions explains ho* to complete the return if the taxpayer moves during the taxing yearThese instructins are included every year *ith the returnIt is also provided on our *ebsiteTax preparers are also a*are of the need to prorate a local earned income tax return *hen the taxpayer moves during the taxing year.There are notes on our system regarding phone calls *ith Mr*** on three different occassions *ith Melissa frm our officeCopies of her notes are available upon request.Mr*** referred to a *age garnishment in the amount of $*hich he thought cleared the matterThis amount *as never garnished by Capital TaxThis amount may have been garnished for the county per capita taxThe county and municipal per capita taxes are controlled by an elected local individual then turned to the tax claim bureau if unpaidThe *** *** per capita tax is NOT collected by Capital TaxTherefore that garnishment did not apply in this case.At this time Mr***'s account is clearOur records have been updated and *e have him living in the City of ***His and future local tax returns should be filed *ith *** *** ***.Sincerely,Michelle S***, DirectorPersonal Taxes & Delinquent Collections

taxpayer and their incorrect information was added to our system upon receipt of tax money from another tax agencyWe have changed the taxpayer's residency history to reflect their correct residence of Fayette Township, South Fayette School District, Allegany County (PSD Code ***)The fees added to their account due to the ***nd Non-Filer Notice associated with PSD Code of *** (Fayette Township, Juniata County) have been removed.They taxpayer will not receive anything further from us unless they were to move into one our managed tax jurisdictions.Sincerely,Kim E.EIT Director
December 20, 2017Dear *** ***:This response is to the complaints file against Capital Tax Collection Bureau on ID ***.I spoke with *** *** on December 13, by phoneHe explained his dif?culty in calling our of?ceHe was unable to get through by phone to speak to a
personHe also stated that he was unable to leave a voice message.I understand *** ***’s frustrationI explained to him that we sent out a large mailing and we experienced a very high volume of incoming calls as a result of that mailingWe do have voice messaging on our phone systemBut *** *** said he never got the option to leave a messageI could only assume that because of the large amount of incoming calls that the phone cycling was unable to offer the voice messaging at the time he calledI assured him that our receptionist takes messages off the phone voice message system every morningShe then gives them to the appropriate person to respond to the message.We further discussed his account with Capital TaxI updated the account from the address information he gave meI then sent *** *** a follow up email of our conversation.My email also had my contact information on itAnd I told him to feel free to contact me directly in the future.Sincerely,Michelle S***, DirectorPersonal Taxes & Delinquent Collections
March 28, 2017Dear *** ***,We received the follow up Complaint ID *** and revisited the taxpayer's account.The PSD of *** does reflect South Fayette Township, South Fayette School District, Allegheny CountyIt was our error that the name of the municipality and county were incorrect in the previous letterThe taxpayer's account is correct and they will not receive anything further from us unless they move into one of our managed jurisdictions.The Earned income Tax money sent on their behalf to CTCB came from *** Tax Service Incfrom the employer Revdex.com in the amount of $It is very possible that the incorrect PSD came to *** Tax as a direct result of an employer submission to them that had the taxpayer coded to the incorrect PSD that placed them in CTCB jurisdictionThis would result in them distributing the tax money for the taxpayer to CTCBSee the contact information for *** Tax Service below.Sincerely,Kim EEIT Director
