I paid Capitol Surgical Center $380 on July 29, 2019 for use of the center for a procedure on the same day. They would not perform my procedure unless I paid them first because they are not an in-network provider with my insurance company. Since I have out of network benefits, they assured me that they would still bill my insurance company and refund my money once they get paid. However, as of Jan 21, 2010, they have not yet billed my insurance company and they have not provided me with an itemized bill so that I can submit a claim to my insurance company myself. The only receipt I received at the time was from the credit card machine. I have called the center twice, and spoken to the man who claims to be the manager, James, and the woman who does the billing, Brandy. I was told that they submitted the information to my insurance company. I called my insurance company and they have not gotten any claims from Capitol Surgical Center, or their owner, Covenant Surgical Partners. I spoke with James today, Jan 21, 2010, but he refused to do anything at all to respond to my claim.

Capitol Surgical Center is in receipt of a correspondence from Revdex.com regarding the complaint identified in the subject of this email.

We do empathize with the customer's frustrations and understand how it could affect the interpretation of her experience. However, I disagree with the veracity of the statements that:- "as of Jan 21, 20(20)" we had not yet billed her insurance company- I "refused to do anything at all to respond to" her claimThe attached documents will show that on 08/06/2019 the patient's claim was cued to be submitted on paper and subsequently printed on 08/07/2019, when it was mailed with a copy of the procedure report.

When I spoke to the patient for the first time in November 2019, I told her I was sorry that she had not heard back from the contracted billing office and assured her that I was going to have someone talk with her and look into her claim status as soon as we got off the phone. The billing associate told me she was unable to reach the patient but would try again.

When the patient called back on 01/21/2020, she was extremely irate and combative over the phone. When I could finally identify her situation, I was also displeased that the matter had not yet been resolved. However, I barely got the chance to say anything when she eventually hung up. I again asked the associate from the contracted billing office to call both the patient and the insurance, and duly update me. I was told that the patient was eventually reached and told that Cigna had requested that the claim be submitted to another billing address. I was assured that the patient was satisfied with that outcome.

I had an extended meeting with the billing team, and asked one of the associates from the surgery center to call the patient to confirm if she had been reached and was satisfied. She couldn't be reached on three attempts, and a voice message was left for her.

The billing office reports that they are in contact with the patient, and as soon as the claim is processed, the patient and I will be updated. The amount the patient consented to paying prior to her procedure is about 45% of what her insurance typically pays for the service she was provided. In any case, she will be duly refunded any amount owed her based on her insurance's determination.

I am rejecting this response because:I have not yet received any refund for the amount I was forced to overpay. On 2/19/2020, my insurance company paid Capitol Surgical Center $524. My portion of the exorbitant amount ($1600) that CSC charged my insurance company is $282. Therefore, I am owed about $100. I had the same exact procedure at a different surgery center in October (one that was more professional and cleaner) and they only received $488 from me and my insurance company combined. The total of $806 that CSC thinks it should get for the procedure is ridiculous and a clear example of what is wrong with the healthcare system in the US. I was notified the day prior to the procedure that the surgery center was not a participating provider even though I had scheduled the procedure at least a month in advance. If I had known earlier, I would not have used the center. I urge anyone considering using CSC for a procedure to consider an alternate provider.
