impound the vehicle for refusal of service payment (this is not grand theft auto). We have issued a refund to the customer because he feels wronged and we do not like our customers to feel that way. We refunded his full payment $91.18 to his credit card on 12/12/2014.

I was not told that there would be a service charge if the employee was unable to do his job when I contacted Cardinal Towing. The driver after looking at my window made no attempt what so ever to open my vehicle- he simply said he did not have the correct equipment so he wasn't even going to try. Also I never once refused to pay- he started that part of the conversation with "well I still have to charge you for coming out here and if you don't pay im going to take your car." That is a direct threat of grand theft auto. I was charged the full price for the service they did not provide nor did they warn me they would charge me if they were unable to do it. Also I Checked my bank account before replying to this on 12/15/2014 and there has been no such refund posted to my account. I had contacted the cardinal towing office at one point to see about getting a refund, instead they insulted me, and refused to talk with me about it and told me that I had to go down to their yard to talk with someone about it. Then they hung up on me. I don't want to bring my car remotely near these people again. They already threatened to steal it once- I don't want to give them another chance.
