I am rejecting this response because:
The property manager said the same thing last year at the meeting that the bylaw change was sent and they didn't know why we didn't get them and then the homeowners passed a resolution at that meeting that the property manager would send the bylaw change out within a few weeks.  However at least one of my neighbors and I didn't get the bylaw change since the meeting last year, I can't believe they were sent.
