contactor for the system was malfunctioning, and that the system needed to have lb of refrigerant addedThe double pole contactor was replaced and the lbof refrigerant was addedOn 6/2/Mr*** made a work request stating that his SMUD (Sacramento Municipal Utility District) bill was highMr*** requested that the A/C unit be inspectedOn 6/4/a technician from *** *** inspected the A/C unit and found it operating within the manufacturer's specificationsAt the end of June, Mr*** made contact with the Manager's Supervisor for that property, *** ***, Mrs*** issued a credit on rent to Mr*** in the amount of $On 7/3/Mr*** made another work request stating that his bill is still highOn 7/4/an *** *** technician responded and checked the high and low voltage electrical system and did change the capacitors for the compressor and the condenserBoth of these have nothing to do with the amount of wattage being consumedOn September 9th, we sent our in-house electrician to check Mr***'s unit for any abdraw of electricity which could contribute to a high electricity bill, no abdraw was foundAt the end of September, Mr*** again contacted Mrs*** ***, and again she graciously issued a credit against rent, this time for $In late September of this year, Mr*** contacted me on my cell phone and asked what I was going to do about his electricity billAfter explaining all that we have done and everything working to specifications, I suggested that Mr*** contact SMUD and ask for a meter re-read, maybe the meter was not calibrated correctlyEvidently SMUD did come out and stated to Mr*** that the meter is functioning properlyOn Oct 10, 2014, after another complaint to the manager, date unknown, we again sent the HVAC vendor, at our expense, to check the A/C unitThe findings were that the A/C unit is operating within manufacturer's specificationsI understand Mr***'s position concerning his SMUD billHowever, it should be noted that this has been an extremely hot and long summer, which would trigger the A/C being used more frequentlyAlso, if Mr*** was home most of the time, I would think that his A/C would be running to keep his unit at a comfortable temperatureSince everything has been checked (A/C, Meter, and electrical draw) and found to be within specifications it can only be that Mr*** is using this amount of electricityDick James & Associates, Inchas done everything in our power to keep the resident happyI cannot in good conscience use the owner of the property's money to replace something as expensive as a condensing unit, when it is clearly functioning within manufacturers specificationsIt was just brought to my attention that the invoices that Mr*** had given the on-site manager as proof of his high electricity bill total $for monthsDick James & Associates has given Mr*** $in credits over this periodThe amount that Mr*** has come out of pocket for electrical power is $for months

This is to respond to your letter of October 15. The letter responding to the complaint says that my SMUD bills submitted to the management totaled 310.00. This is completely false. As you know because I sent you the bills - the totaled electric bills for the last three months are 86729. Please review your copies of the bill and continue to pursue the issue. I think you will agree those bills are outrageous for a 1 bedroom 645 sq. ft. apt. on the ground floor. Another resident with a 2 bedroom apt. who keeps their apt. 6 degrees cooler and is also home 24/7 has a bill no where near my bill. 
Please continue to pressure Carmichael Village to replace the compressor. I can only call their actions pure negligence.

The double pole contactor was replaced and the 1 lb. of refrigerant was added. On 6/2/14 Mr. [redacted] made a work request stating that his SMUD (Sacramento Municipal Utility District) bill was high. Mr. [redacted] requested that the A/C unit be inspected. On 6/4/14 a technician from [redacted] inspected the A/C unit and found it operating within the manufacturer's specifications. It was just brought to my attention that the 2 invoices that Mr. [redacted] had given the on-site manager as proof of his high electricity bill total $310 for 2 months. Dick James & Associates has given Mr. [redacted] $220 in credits over this period. The amount that Mr. [redacted] has come out of pocket for electrical power is $90 for 2 months.
